First, the open economy will usher in good benefits. Duan Waibin, Secretary of the Party Group and Director of Chenzhou Municipal Bureau of Commerce, said that Chenzhou, as Hunan's "South Gate" and an open "bridgehead", has been vigorously developing an open economy over the years, not only undertaking industrial transfer demonstration zone and cross-border e-commerce comprehensive experimental zone, but also building many open platforms such as comprehensive bonded zone, railway port, highway port and international express supervision center. The further "empowerment" of the free trade zone will give Chenzhou an opportunity to take off its open economy.
Duan Waibin said that the "free circulation" of production factors such as investment, import and export of goods, personnel, capital and technology in the free trade zone will surely become a powerful new driving force for Chenzhou's open economic development.
Second, break the barriers between international trade. Chenzhou Area is the forefront of Hunan's docking with Guangdong, Hong Kong and Macao, and also one of the most direct and convenient channels for industrial transfer from the Pearl River Delta to the central and western regions. Its non-ferrous metal processing and gem processing industries are characteristic and advantageous industries.
According to the relevant person in charge of Chenzhou customs, the pilot free trade zone is a special customs supervision zone. At home, there are no obstacles or barriers in the circulation of goods in Changsha and Chenzhou. However, the goods, personnel, capital and service exchanges between countries and regions are restricted according to the trade rules formulated by the commercial departments, and the customs is the "gatekeeper" of the rules. Therefore, the construction of Chenzhou Area of Hunan Pilot Free Trade Zone will gradually lower all the barriers to trade and break all the barriers to trade.
Third, enterprises can reduce costs and increase efficiency. The "Plan" clearly supports Chenzhou to carry out ore blending business and improve the warehousing, distribution, processing and distribution system. Fourth, government affairs are more efficient and convenient. "The Pilot Free Trade Zone is the highland of institutional innovation, not the depression of preferential policies. We should closely rely on institutional innovation to stimulate market vitality". Mo Xiong, Director of Chenzhou Administrative Examination and Approval Service Bureau, said that around the construction of the free trade zone, Chenzhou will further promote the convenience of examination and approval service, and comprehensively improve the speed of the examination and approval service.
Fifth, citizens travel abroad, study abroad, work more convenient and efficient. Many citizens in Chenzhou are happy to say that if they want to go overseas in the future, they will be able to buy more abundant and cheaper imported goods in the free trade zone; when they travel abroad, study abroad or work, they will be able to go through visa and other related procedures at home. At the same time, there will be more international platforms for citizens to invest in finance and seek medical treatment.
