Chenzhou Area of Hunan Free Trade Zone has a core functional area of 19.84 square kilometers. Its functional orientation is to focus on the construction of Guangdong-Hong Kong-Macao Greater Bay Area, highlight the direct connection between Hunan, Hong Kong and Macao, focus on the development of non-ferrous metal processing, electronic information, gems and modern logistics industries, and build a high-level demonstration area of Hunan, Guangdong, Hong Kong and Macao regional economic cooperation, processing trade transformation and upgrading, and undertaking industrial transfer.
The implementation plan of Chenzhou Area puts forward 102 main tasks within the framework of provincial reform. It includes further reducing the electricity cost of enterprises; attracting multinational companies to set up regional headquarters; exploring the registration and confirmation system of commercial entities; fully implementing the national treatment plus negative list management before foreign investment access; building a rare and precious metal production and trading center; using the relevant international exhibitions to purchase exhibits exempt from import tariff policy, carrying out gem trading in accordance with the law; exploring the development of domestic enterprises; exploring ways to support the implementation of innovation policies in coastal areas.
In accordance with the requirements of the "Plan", Chenzhou will take system innovation as the core task, strengthen the integration of reform system, give full play to the linkage effect of opening up, reform and innovation, build Chenzhou area with high standards and high quality, and implement the reform and development measures and requirements:
1. We will build a demonstration zone for regional economic cooperation between Hunan, Guangdong, Hong Kong and Macao. We will improve the regional collaborative opening-up mechanism, copy and promote the relevant experience of the construction of Guangdong, Hong Kong and Macao Pilot Free Trade Zone; will establish and improve institutional arrangements such as talent exchange and department docking with Greater Bay Area, and promote the integration of markets, mutual recognition of standards, industrial collaboration, sharing of innovative resources, and free flow of factors in Hunan, Guangdong, Hong Kong, and Macao.
2.We will construct the processing trade transformation and upgrading demonstration zone. We will build a comprehensive service system for the development of processing trade, and build a public service platform for the transformation and upgrading of processing trade.
3. We will form a demonstration area to undertake industrial transfer. We will establish a policy of undertaking industrial transfer that combines the negative list with the catalogue of encouraged industries. Based on the international and domestic dual cycle, we will constantly improve the ability and level of undertaking international and domestic industrial transfer, and orderly promote cross regional industrial transfer and two-way flow of production factors.
4. We will build a joint development zone of innovation and opening up. We will build a base for electronic information manufacturing industry, actively introduce mobile communication terminals, smart phones, digital home terminals, service robots and other intelligent terminal industry, extend the development of electronic materials and components industry, and accelerate the formation of a new generation of information technology and intelligent manufacturing industry supply chain cluster.
5.We will promote the construction of national logistics hub. We will speed up the construction of railway ports, highway ports and air ports, and promote the declaration of first-class railway ports. We will build modern logistics express channels, improve transportation capacity, and accelerate the construction of infrastructure such as expressways, trunk highways, passenger and freight stations.
We will build a higher level of cross-border trade facilitation system. We will promote the full coverage of international trade "single window" standard application projects, improve the application rate of "single window", and reduce the time of import and export customs clearance.
