According to the overall plan of China (Hunan) Pilot Free Trade Zone released by the State Council, Hunan Pilot Free Trade Zone will build a world-class advanced manufacturing industry cluster, a leading zone for in-depth Sino African Economic and trade cooperation, and an international investment and trade corridor connecting the Yangtze River Economic Belt and Guangdong-Hong Kong-Macao Greater Bay Area, forming three strategic orientations of "one industry, one park and one corridor".
In this international investment and trade corridor running through the north and south of Hunan, the special mission of Chenzhou Area is self-evident.
Chenzhou core functional area is 19.84 square kilometers (including Chenzhou Comprehensive Bonded Area of 1.06 square kilometers), all located in Chenzhou High-tech Zone. Based on the irreplaceable geographical advantages, Chenzhou is expected to play the role of channel and link to connect Hunan, Guangdong, Hong Kong and Macao, and build the frontier of undertaking industrial transfer in inland areas.
Liu Zhiren, Mayor of Chenzhou, said that Chenzhou will make efforts to build a demonstration zone of regional economic cooperation between Hunan, Guangdong, Hong Kong and Macao from four aspects.
We should continue to improve the regional collaborative opening-up mechanism, actively dock with Guangdong, Hong Kong and Macao, establish and improve the long-term mechanism of docking dialogue and departmental consultation and cooperation with Guangdong, Hong Kong and Macao, sign strategic cooperation agreements with Guangdong, Hong Kong and Macao at the government level, form an effective cooperation mechanism, and promote the integration of markets, mutual recognition of standards, industrial collaboration, sharing of innovative resources, and free flow of factors in Hunan, Guangdong, Hong Kong and Macao; establish a large-scale customs clearance cooperation mechanism, promote the reform of customs clearance modes such as "territorial declaration, port inspection and release", "multi-point customs declaration, port inspection and release", carry out cooperation in goods customs clearance, trade statistics, "mutual recognition of certified operators", inspection and testing certification, gradually realize mutual exchange of information, mutual recognition of supervision, mutual assistance in law enforcement, and improve the efficiency of customs clearance.
In addition, Chenzhou will continue to adhere to the south development strategy and promote the liberalization of service trade between Hunan, Guangdong, Hong Kong and Macao. We will formulate measures for the management of professionals from Hong Kong and Macao, solidly promote the professional qualification recognition of professionals from Hong Kong and Macao in finance, construction, planning and other fields, and promote the convenient practice of professionals from Hong Kong and Macao in the pilot free trade zone.
At the same time, the cooperation mechanism of innovation resources among Hunan, Guangdong, Hong Kong and Macao should be established. Docking with innovation resources in the CBA, we will build a data-driven collaborative innovation system for manufacturing industry, focusing on building a strategic emerging industry undertaking belt.
