Application Procedures for Distinguished International Students Scholarship

The Distinguished International Students Scholarship is set up by the Ministry of Education of China (MOE) to sponsor outstanding international students who have finished their bachelor’s education or above in China and have been enrolled by designated Chinese institutions for higher academic pursuits or are now carrying out their Master’s or Doctoral studies in those institutions. China Scholarship Council (hereinafter referred to as CSC) is responsible for handling the application and assessment, and carrying out the routine management of this scholarship program. 200 scholarships are available for the academic year 2009/2010.

Application
1.      Applicants shall submit their applications to CSC via the institutions’ recommendation if they continue to study in the present institutions.
2.      Applicants shall submit their applications to CSC via the new admitting institutions’ recommendation if they graduate from the current institutions and apply for further study in other institutions.
3.      The application deadline is June 5, 2009.
4.      The host institution must be one of the Chinese Government Scholarship institutions specified by MOE.
Eligibility
1.       Applicants must be international students currently studying in the designated Chinese institutions and in good health.
2.       Applicants must be excellent in academic performances and well-behaved during their study in China, and continue to study in China for master’s or doctor’s degree.
3.       Applicants for master degree studies must be under the age of 35, and applicants for doctoral degree studies must be under the age of 40.
4.      Applicants shall not enjoy any other kind of sponsorship.
Details of the Scholarship
-    Exempt from registration fee, tuition fee, fee for laboratory experiment, fee for internship, fee for basic learning materials and accommodation on campus;
-    Living allowance;
-    Fee for outpatient medical service, Comprehensive Medical Insurance and Benefit Plan for International Students in China.
 
Note:   1)   Costs of the laboratory experiment or internship that beyond the university’s arrangements should be afforded by the student himself.
   
 2)     Fee for basic learning materials covers the necessary learning materials prescribed by the host institution, and other materials shall be self afforded.
    
3)     Monthly living allowance is paid to the students by the host institution at the following rates (CNY Yuan per month):
-      Master degree students: CNY 1,700 Yuan
-      Doctoral degree students: CNY 2,000 Yuan
Scholarship students shall get their monthly living allowance from the date of registration. New students who register before 15th (15th included) of the registration month will get the full amount of living allowance of that month, and those who register after 15th will get half amount. The graduates will be given a living allowance for another 15 days after the graduation time set by the university. The allowance will be terminated from the next month after students suspend their studies, drop school or complete schooling from the university. Monthly living allowance covers school holidays. Scholarship students who do not get the monthly living allowance during holidays can get upon return on campus. The allowance will be suspended for one month if students do not register on time without permission from the university in advance, leave for non-health reasons or are absent from the university over a month.
Students who have to suspend their studies because of serious diseases should go back to the home country and pay for the international trip by themselves. With the university’s approval, the scholarship status can be reserved for at most one year, and their living allowances will be suspended at the same time. The scholarship will be terminated for those who suspend their studies for other reasons.
 
4)   Fee for outpatient medical service refers to the outpatient expense in the institution’s hospital or the hospitals appointed by the institution. The students should pay for a certain percentage of expense in accordance with the institution’s relevant regulations.
 
5)   Comprehensive Medical Insurance and Benefit Plan for International Students in China is provided by MOE for the scholarship students in China against hospitalizing for serious diseases and accidental injuries. The institutions or the appointed medical assistance agency provide advancement service for insurance expenses, and claim for compensation with relevant payment receipts from the insurance company according to the stipulated insurance articles. The claim of individual student will not be accepted by the insurance company.
 
6)   The scholarship students shall pay for their inter-city expenses when they transfer form their graduation institutions to new admitting institutions. If students who are originally the Chinese Government Scholarship students enjoying free international travel expenses obtain the Distinguished International Students Scholarship, their international air tickets will be provided once only upon graduation. The international travel expenses shall be self-afforded if students return to their home countries for some reason during the study period.
 
Application Materials
The applicants must fill in and provide the following materials truly and correctly (in quadruplicate).
1.       Application Form for Distinguished International Students Scholarship (printed by CSC). The application form can be obtained from the institutions or downloaded from CSC website (www.csc.edu.cn).
2.       Photocopy of bachelor’s or master’s degree certificate (Graduation certificate and degree certificate); or photocopy of the highest diploma. Candidates shall provide the proof letter issued by the institutions if the candidates have not obtained the diploma and degree certificate upon application.
3.       Photocopy of Admission Notice or Studying Certificate as master’s or doctoral degree student. Candidates shall provide the proof letter issued by the institutions if the candidates have not obtained Admission Notice upon application.
4.       Transcripts during the study in Chinese institutions.
5.       Study plan (elaborate on the understanding of the major and plan for further study. No less than 900 words for master’s degree students and no less than 1500 words for doctoral candidates).
6.       Articles published or academic achievements during the study.
7.       A recommendation letter from the international student office of the Chinese institution where the student is currently studying; two recommendation letters from tutors or course instructors.
8.       Official note issued by the Embassy of candidate’s country in China, approving the candidate’s application of the scholarship, and indicating that the candidate is not included in the exchange scholarship program between the two governments.
 
The above documents should reach CSC by June 5, 2009 via the recommending institution. Individual applications will not be accepted by CSC.
Approval and Notification
CSC will invite experts to assess the application materials received from the recommending institutions. CSC will inform the recommending institutions of scholarship winners by end of July and entrust the institutions to give the winners Award of the Distinguished International Students Scholarship.
 
NOTE
1. The duration of the “Distinguished International Students Scholarship” cannot be extended if scholarship students fail to complete their studies on time due to personal reasons.
2.  Scholarship students are required to participate in the Annual Review of the Chinese Government Scholarship Status organized by CSC every year. Those who fail in the Annual Review will have their scholarship terminated.
