Article 1 Based on Law of People's Republic of China on Entry and Exit of Aliens, Rules Governing the Implementation of the Law of People's Republic of China on Entry and Exit of Aliens and relevant provisions, this regulation is made to strengthen the management of visa and residence of foreigners.  

Article 2 The authorities that can accept, approve, make and issue visa and residence permit include Exit-Entry Administration Department (Bureau) of Public Security Bureau of municipality directly under government and Exit-Entry Administration Department of Public Security Institution of prefecture and city with specialized exit-entry administration agencies.
