It was learned from the environment protection department of Zixing, Chenzhou that the State Ministry of Finance discharged the notice of special capital budget on 2012 lake ecological environment protection to the department. It was indicated that Dongjiang Lake was successfully selected as the national lake ecological environment protection pilot.

According to the strategic arrangement on the rehabilitation of rivers and lakes, the State Ministry of Finance and Ministry of Environment Protection launched a lake ecological environment protection pilot project in 2010 to establish a high quality ecological protection mechanism. Guided by this arrangement, lakes ecological environment would be well protected and the lake’s water quality would be improved, avoiding the situation of “being polluted first, then to be retreated”. Dongjiang Lake Environment Protection Bureau drew up a pre-researching report at the end of 2011 and submitted the lake protection pilot application to the State Ministry of Finance and Ministry of Environment Protection

Among more than 260 lake protection applications, Dongjiang Lake was successfully passed the experts’ review with high marks, which was organized by the State Ministry of Environment Protection; however, it failed to be listed in 2012 pilot ranges for different reasons. Zixing government did not stop trying afterward with strengthened tracking reports of Dongjiang Lake. Finally with the help and effort from Hunan provincial leaders and Chenzhou municipal leaders, the lake was supplemented in 2012 pilot list by seizing the chance of the State Ministry of Finance and Ministry of Environment Protection’s reply to CPPCC members’ proposals. It was learned that the first part of project capital amounting to 20 million yuan was issued in this August, and there would be capital supports from the state on Dongjian Lake ecological environment protection in the following 5 years. It is planned to strive for 400 -700 million yuan from the state on this project.
