It was reported that a TV scheduling and comment conference for transportation construction was held on October 21, 2013 in Chenzhou City. Xiang Lili- Secretary of Chenzhou Municipal Party Committee emphasized on the conference that further improvement should be promoted on the“one-hundred-day campaign” of key transportation construction projects. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference.

In the first nine months of 2013, 8.448 billion yuan investment has been fulfilled on Chenzhou city’s transportation construction, up 14%. 26 artery road projects were placed for construction, covering 71.6% of the total annual task. At the meantime, 653.4kms rural roads were finished, covering 129.6% of the total annual target. With the efforts of the government, 328kms long artery road project was listed in Hunan provincial “twelfth five-year” plan successfully.

It was a TV comment conference that the key transportation projects were reviewed with a topic piece to check its progress and problems of them. Some key problems as the complicated administration papers application procedure, difficult issues on removal of road lines, poor construction condition, etc. were pointed out on the conference. The principals, who were in charge of the settlements of above issues, presented their solutions accordingly.

To carry out “one-hundred-day campaign” of key projects, transportation construction should be handled out in advance. After listening to the reports delivered by relative departments’ principals, Xiang stated that as the main field for “one-hundred-day campaign”, all departments should pay much attention to upgrade the transportation construction well and rapidly.

Xiang stated a brief review on current year’transportation construction afterward. He pointed out that with all the efforts of relative departments, a half-an-hour economical circle in core area and a one-hour economical circle in central urban area was formed successfully to promote Chenzhou city’s social and economical development. Transportation construction was an issue not just for current Chenzhou people, but concerned for future generation of Chenzhou city, so all the departments should try more efforts to find new measures and ways to upgrade the transportation construction work.

Xiang emphasized that all the departments should follow the annual transportation targets to carry out the construction work. Enhanced supervision and scheduling should be handled well to accelerate the construction progress. Strengthened quality control should be placed on the checking of projects to ensure the projects’good quality. Better service should be handled on the construction to grant a sound construction condition for the projects. More efforts should be tried to obtain more key road projects and to carry out “thirteen five-year” plan previously. Stricter accountability mechanism should be operated to make sure all the work to be implemented well.

Qu Hai required that all the departments should catch the time schedule well to make sure all the targets to be fulfilled on time with good quality. More attention should be placed on solving the key problems hindered on the way of further progress of the projects. Enhanced leadership should be organized to promote the improvement of projects and help to solve the problems faster. All the departments should work together to grant the best construction condition for the projects. Scientific organization should be worked out to accelerate the construction speed with good quality and safety condition. Transportation construction plan for next year should be figured out in advance.
