Regional development and poverty alleviation conference of Chenzhou city was held in Rucheng county

“It is the key period for reaching the target of comprehensive well-off society from now to 2020. All the departments should correctly get the understanding of current condition and tasks of regional development and poverty alleviation to carry out the work accordingly.” stated by Xiang Lili- Secretary of Chenzhou Municipal Party Committee. The Regional development and poverty alleviation conference of Chenzhou city was held in Rucheng county. The attendants shared their experience with each other on the regional development and poverty alleviation work, especially for the Luoxiao mountainous areas’ work. It was required on the conference that all the departments should take further step to keep improving the work and accelerate the construction of well-off society.

On this January 18, the State Council launched Luoxiao mountainous area development and poverty alleviation project officially. By seizing this chance, Rucheng, Guidong, Yizhang and Anren counties of Chenzhou were listed as the main fields for the poverty alleviation project of Chenzhou. According to the data, the work was handled out well in the counties with sound development of there. According to the principal and standards of Hunan provincial well-off society assessment index system, Chenzhou city achieved a high rate as 80.6% which was 5.3% higher than average level of Hunan province. Concerning for Rucheng, Guidong, Yizhang and Anren county, they were with 73.2%, 73.5%, 78.8% and 73.9% respectively.

“It should be followed with the conference spirit of Hunan Provincial Party Committee to accelerate the well-off society construction”- Xiang stated that after expressing the conference spirit of seventh session of tenth Hunan Provincial Party Committee (extension) conference. New strategy, new measures, and new requirements should be implemented well on the construction process.

Xiang pointed out that industrial poverty alleviation and industrial construction would be the key points for a new round poverty alleviation work. A different and featured development way with more advantageous and competitive industries should be promoted in Chenzhou city. For example, there were abundant hot spring resources available in the counties of Chenzhou city, especially for Rucheng and Yizhang county. Under such favorable condition, a series of special hot spring tourism towns could be established in the counties together with the new rural construction.

Xiang said there were great differences among the counties of Luoxiao mountainous area, so there would be many chances for the cooperation among them. The cooperative mechanism and platform should be explored and established to promote the whole mountainous area’s development.

Two plans of Luoxiao mountainous areas have been approved till now, covering four counties of Chenzhou city, Dongjiang lake of Zixing city and Qingshanlong irrigation area. 636 projects with over 11.90 billion yuan would be placed on the construction of infrastructure, industrial cultivation, improvement of well-being, public service, capacity construction and ecological environment. Xiang stated that all the departments should seize the chance to implement the plans well and form the new pattern of regional development and poverty alleviation.

Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City pointed out that the principal task for current regional development and poverty alleviation was to boost the implementation of the projects of Luoxiao mountainous area and promote the development of poverty stricken areas and coordinated development of all regions.

More forces should be placed on the promotion of regional development and poverty alleviation, especially on the construction of infrastructure system as transportation, energy source, water conservancy, etc., said Qu Hai.

Qu stated that more efforts should be place on cultivation of special industries, no matter agricultural industry, new style industrialization, undertaking industrial transfer, tourism cultural leisure industry, etc.. Well-being industries should be boosted forcefully to upgrade the public service condition of the poverty stricken areas and benefit more poor people.
Qu stressed that much more attention should be paid on the ecological environment construction, such as protection of key ecological function areas, implementation of measures for ecological environment protection, forestry economy, relocation of poverty stricken area people, comprehensive regulation of rural environment, etc..

Qu stressed that it was specified clearly in “China Rural Poverty Alleviation and Development Program (2011-2020)” that an ecological compensation mechanism should be established with more favorable condition to poverty stricken areas, so more compensation could be placed on key ecological function areas of the poverty stricken areas. An advanced plan should be figured out in Chenzhou city to try to be enrolled in the ecological compensation list.
