On May 10, 2012, on-the-spot meeting of“Two-oriented Society”demonstration zone and “Lighting up Chenzhou City”was held in Chenzhou. Xiang Lili- General Secretary of Chenzhou Municipal Party Committee attended the meeting and delivered an important speech in the meeting. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Chenzhou Mayor addressed a working report there.

At the beginning of 2010, Chenzhou Municipal Party Committee and Chenzhou Government made a significant decision to construct “two-oriented society”demonstration zone of Chenzhou-Zixing-Guiyang,and it was named as the exclusive provincial level demonstration zone in 2011,which greatly helped Chenzhou accelerate its scientific development. Xiang Lili said, under current situation, the zone was in good order and had entered the fast track;however, we should seize the chance to gain new achievements, create new experience and make more progress.

The general targets for the demonstration zone are as follows: the characteristics of “two-oriented”society will show conspicuously in this zone that energy consumption per unit of GDP will drop by 15.5% from 2010 and the attainment rate of industrial sewage and sulfur dioxide emissions will be 100%; the mechanism frame of overall development for urban and rural will be formed essentially with the urbanization rate of 65% and social insurance coverage rate of 90%; the significant progress will reach for the ecological culture construction with the greening rate of 63 and city green land per capita of 12 square meters; reform and opening-up will step into new era with the breakthrough of system and mechanism. To reach the targets above, Chenzhou will launch ten projects such as“two-oriented” industry cultivation system, regional traffic system, central towns construction demonstration, marketing system construction for demonstration zone, full coverage for the energy saving and emission reduction, environment protection of Dongjianghu lake, new countryside demonstration zone construction, “two-oriented”demonstration unit creation, and comprehensive supplementary reform.

Xiang Lili also asked for new working requirements of next stage that “two-oriented society” demonstration zone of Chenzhou-Zixing-Guiyang should be developed practically with Chenzhou characteristics; should keep the six principals like economical and intensive, developing and open-minded, trying first, giving priority to ecology, overall development for urban and rural, and people oriented; should be following the goal of building“two-oriented”industrial accumulation area, overall development for urban and rural pilot site, ecological culture practicing area, reform and opening-up forerunner area; should be forged to be“two-oriented”industrial belt, a medium and small urban agglomeration, a concentration area of undertaking industrial transfer, a socialist new countryside, an ecological scenery belt, and a core increasing pole.

Xiang stated that it was a good beginning of holding “two-oriented society”construction and “lighting-up Chenzhou”activities which show great expectation for the future. Chenzhou city should take active actions by emancipating the mind, renewing the idea, pioneering solid work to establish a new international, modern and open Chenzhou city with prosperous economy, civilized society, beautiful ecology, overall developed urban and rural area, and happy people.

Qu Hai delivered a phase summary report of“two-oriented society”and “lighting-up Chenzhou”and then deployed the work of next step. Qu said, Chenzhou should seize this great historic chance to promote the development of“two-oriented society”demonstration zone of Chenzhou-Zixing-Guiyang, and to place more strength on propelling “lighting-up Chenzhou”with improvement of urban and rural overall plan. Three years will be spent on the concentrated remediation for 503 administrative villages around 11 main lines of communication to create a completely new environment for Chenzhou city.

Chenzhou municipal leaders- Zhong Benqiang, Chen Shezhao, Liu Guangyue, He Wenjun, Liao Yuegui, Peng Shi'an, Zhou Yingchun, Zhang Yangping, Lei Xiaoda and Zhang Xihui participated in the meeting.
