It was learned from the office of three establishments that the evaluation work in the second quarter had been finished yet. Compared with that in the first quarter, the reward and punishment was even stricter since the maximum punishment and reward reached 0.9 million yuan and 0.6 million yuan respectively.

In the second quarter, following the “inspection and evaluation measures of Chenzhou establishment work”, the office of three establishments organized some representatives from Chenzhou Municipal NPC and CPPCC to investigate and evaluate the establishment work of Beihu district, Suxian district, Chenzhou economic development district, Chenzhou non-ferrous inudustrial park (short for “three districts and one park”) and key municipal subordinate responsible units of establishment, and make a ranking list for them.

In the evaluation of establishing a national civilized city, Chenzhou non-ferrous industrial park got the first rank among “three districts and one park” with a mark of 78.13, while Chenzhou economic development district took the lowest score. As to the performance evaluation of key municipal subordinate responsible units, Chenzhou Finance Bureau and Justice Bureau scored 78.35, 75.08, ranking first and last respectively.

In the evaluation of establishing a national sanitary city, Suxian district took the first place among “three districts and one park” with the score of 62.48, while Chenzhou economic development district was listed into the final place with a low mark of 44.64. As to the performance evaluation of key municipal subordinate responsible units, Chenzhou Housing Bureau scored 81, to be number one, while Chenzhou Agricultural Bureau only got 22.8 scores, to be the last one.

In the evaluation of establishing a national garden city, Suxian district and Chenzhou economic development district ranked first and last respectively among “three districts and one park”. Chenzhou Forest Bureau and China Unicom Chenzhou branch took the first and last place separately among key municipal subordinate responsible units. Chenzhou City Investment Center ranked last among municipal subordinate responsible units.

“The reward & punishment measures of three establishments of Chenzhou” stipulate that there is evaluation and ranking of three establishment work every quarter, in which 0.3 million yuan is for the first place receiver among “three districts and one park”, and 0.3 million yuan will be cut from annual working funds for the last place receiver. Meanwhile 50,000 yuan will be rewarded to the first place taker among municipal subordinate responsible units and 50,000 yuan cut from annual working funds for the last one. All the evaluation score results will be reported for the approval of Chenzhou municipal party committee and Chenzhou government and then executed by Chenzhou financial departments.

Recently, Chenzhou office of three establishments has discharged the “notice of reward and punishment for the second quarter work on three establishments”. In the notice, we could read that Suxian district was rewarded with 0.6 million yuan for its first place of establishment work of national sanitary and garden city and Chenzhou non-ferrous industrial park 0.3 million yuan for establishment work of national civilized city, while Chenzhou economic development district got the punishment of 0.9 million yuan for the three establishments. Among municipal subordinate units, Chenzhou Finance Bureau, Housing Bureau and Forest Bureau were rewarded with 50,000 yuan for their leading places on establishment of national civilized city, sanitary city and garden city respectively, while Chenzhou Justice Bureau, Agricultural Bureau and City Investment City were fined 50,000 yuan accordingly.

In addition, the fact that China Unicom Chenzhou Branch ranked last on the establishment of a national garden city would be reported to the public but would not be fined.
