On August 17, Zhou Yingchun- member of Chenzhou Municipal Party Committee Standing Committee and Director of Chenzhou Municipal Ministry of Propaganda- investigated the comprehensive treatment on “uncivilized behaviors” and digital city management operation.

Chenzhou discharged the “10 forbids” concentrated punishment policy on May 16, 2012. Thanks to the policy, the uncivilized behaviors like throwing rubbish randomly decreased obviously, which helped to keep clean city environment. According to the statistics, till July 29, 18 stations staff exhorted 58384 people with uncivilized behaviors, among whom 3002 people were fined 37840 yuan. In July, there were 15667 cases registered in digital city management system with 80.88% settlement rate.

In July, the maximum amount of cases registered in one day was 1638, while the maximum amount of cases settled in one day were 735. Public complaint cases ranked the top five were: disordered parking of automobiles, unlicensed business activities, illegal construction, out-door businesses, and discharge of abandoned construction materials. Accessories such as street lamps, plants on the roads, manhole covers, etc. were with high rate complaints.

Zhou Yingchun stated that the cultural and ethical levels of the whole citizens should be further upgraded by better propaganda and education. Meanwhile, measures such as strict management and heavy fines should be accelerated, the combined mechanism be perfected, the responsibilities be clarified, the evaluation system be strengthened and force execution condition be optimized for creating the good environment for 2012 China Hunan International Tourism Festival.
