On February 26, 2012, conference on Opening Wider of Hunan Province and South Hunan’s Demonstration Area of Undertaking Industrial Transfer was held in Chenzhou city. At the meeting, the Secretay of Provincial Party Committee of Hunan province—Zhou Qiang showed clearly the development direction of Chenzhou. Zhou said: “ We will try best to make south Hunan as the Bridgehead of opening-up, and the new Growth pole of area economy development. Chenzhou should focus on the development of industrial system based on nonferrous, electronic information, new material, modern agriculture, and etc.”Chenzhou is a new platform for the opening-up.

On the meeting, Xiang Lili—Secretary of Municipal Party Committee addressed the speech “Striving to Take the Lead in South Hunan’s Demonstration Area of Undertaking Industrial Transfer Construction by Foretasting and Accelerating Opening-up”. Chenzhou city was honored with the award “Annual Advanced Group of Developing Open Economy in Hunan Province”.QuHai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou city- received the medal on behalf of Chenzhou city. As a key part for the demonstration area’s construction, Chenzhou has made great achievements in undertaking industrial transfer.

----Its actually utilized foreign investment in the earlier past 3 years reached 1.62 billion USD, and its paid-in domestic investment amounted to 56.33 billion yuan. In 2011, Chenzhou accomplished region total output 134.6 billion yuan.

----Chenzhou established 9 provincial level undertaking industrial parks, expanded 129 -square –kilometer park areas, and built 6.2-million- square -meter workshops. Chenzhou city invested 40 billion yuan in the park and introduced 946 transferred enterprises. Chenzhou also was advanced in opening “F passage” at inland port, so custom clearance work could be finished within 3 minutes.

----Chenzhou introduced Delta Electronics Group, GOSPELL Digital Technology Limited Company, and HualeiPhoto-electricity group into Chenzhou market. All these helped Chenzhou achieved the increase in high technology, electronic information and advanced equipment manufacturing industry with the annual average growth rate of 34.1%, 36.3%, and 32.4% respectively. Mineral industry’s contribution on economy development decreased from the first place to the third.

----Chenzhou launched “billions of investment and ten billion construction” plan. It fulfilled fixed asset investment with 221.8 billion yuan, infrastructure construction value with 22.5 billion yuan, established 60 city parks, finished communications investment 34.3 billion yuan, and accomplished traffic mileage of 4919 kilometers.

At the end of the speech, Xiang Lili pointed out that Chenzhou is becoming the cosy and comfortable city. Chenzhou city will keep striving to take the first place of South Hunan’s demonstration area of undertaking industrial transfer construction by foretasting and accelerating opening-up.
