Village affairs officials in Guidong County

Like many villages, villages in Guidong County, Chenzhou City, Hunan Province had five types of officials three years ago responsible for the village affairs of forests, watercourses, roads, traffic, and production safety respectively. However, the county now has only one official for all these affairs.

 

By reducing the number of non-profit affairs officials from 1,919 to 1,120, Guidong County ensures that the officials can take their responsibilities and improve work efficiency.
 
Located in the hinterland of the Luoxiao mountains, the county at the border of Hunan and Jiangxi has a population of 212,300 and covers an area of 1,451.56 square kilometers. There are 471 mountains at an altitude of more than 1,500 meters within the county.
 
Due to the large area and scattered population, it is difficult to manage the village affairs. In the past, a few officials were in charge of one of the subdistricts, tending to pass obligations to one another and drag their heels.
 
In April 2019, the government of Guidong County published relevant documents, implementing the institution of village affairs officials.
 
Now, one official is in charge of one area and has to shoulder multiple responsibilities. Meanwhile, the salary is raised to over 1,130 yuan from 60-500 yuan a month, making the officials more active to fulfill their responsibilities and play a more important role in the village grid management.
 
In December 2021, the system of village affairs officials was listed in the third batch of the 21 great cases of public service in the countryside in China.

As for the management of the officials, the villagers’ evaluation is the main criterion, in addition to the daily inspection of the village, the monthly evaluation of the town and the quarterly supervision of the county. The county has dismissed 517 unqualified officials since 2019.
 
In 2021, the county gave a cash prize of 1,200 yuan (per person) to 150 superb village affairs officials. This was the first time in the history of the county, greatly boosting their zeal for the work.
