It was reported that the economic working conference of Chenzhou Municipal Party Committee was held on January 2, 2014. It was required that all departments should try best to maintain sound and rapid development to fulfill “another three years project” tasks and promote Chenzhou city’s take-off. Xiang Lili- Secretary of Chenzhou Municipal Party Committee addressed an important speech on the conference. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City deployed 2014 economy work.

Followed with the spirit of the third session of 18th National Congress of CPC, central and Hunan provincial economic conference and urbanization and rural work listed by central government, Chenzhou city figured out the general requirement and main task of 2014 economy work and deployed the rural work and modern service industry development work accordingly by summarizing 2013 economy work and analyzing Chenzhou city’s practical condition.

It was pointed out that a major decision concerned for comprehensive deepening reform was figured out in the third session of 18th National Congress of CPC. Chenzhou city was with the distinctive feature and basic experience of promoting opening-up by reform and promoting reform by opening-up mutually. So all the departments should keep focusing on the economy construction on the basis of scientific development, reform and opening-up, should play full role of market-oriented resource allocation and government to promote the development of social production capacity and create more new advantages of Chenzhou city.

It was considered on the conference that Chenzhou city reached a sound development in 2013, especially on transformation development, great-cross town cluster, county economy, opening-up platforms construction, etc., which helped to upgrade people’s satisfaction rate of the government.

It was also stated on the conference that all departments should be with clear awareness to keep the confidence of development; should fully grasp central government’s spirit; should fully develop a correct understanding of the relationship between science and GDP growth to maintain a reasonable growth in GDP; should enhance the development of concentration by focusing on economy construction; and should unify the ideas on the process of further free of minds to keep the development.

It was pointed out that 2014 is the first year of comprehensive deepening reform and also the last year of “another three-year project”. The general requirements for 2014 economy work were as follow: fully implement the spirit of 18th National Congress of CPC and the third session of 18th National Congress of CPC and scientific concept of development; further promote the deepening reform and opening-up; accelerate the transformation and adjustment of structure; promote the well-being improvement and harmonious society construction; keep the healthy development of society and economy; and fulfill the targets set for “another three-year project”.

In order to reach good effects of 2014 economy work, all departments should follow the key note to be stable, innovative, sound and fast and should bare following points in mind: reform is the key point that key fields and links should achieve effective breakthroughs; opening-up is the feature that further opening-up should be promoted in Chenzhou city; transformation is the difficult point that should pay more attention on the promotion of economic structure adjustment and transformation of development modes; overall development is the highlight point that the integrated form of urban and rural areas should be promoted rapidly; and working style rectification is the supporting point that more attractive and competitive development condition should be upgraded to attract more investments.

It was stated on the conference that it is a major strategy to accelerate the development of modern service industry. All departments should fully understand the importance and urgency of accelerating the development of modern service industry; should grasp the trend and key points of modern service industry; and should take effective measures to promote the development of modern service industry.

It was required on the conference that “three rural” issues should be carried out well under the new condition. All departments should establish the promising idea on development of rural area; should pay special attention on the development of modern agriculture; and should handle “three rural” issues on the basis of "four modernizations”.

It was emphasized on the conference the party’s committee should play a more important role in the leadership of economy work, especially on the major issues.

It was pointed out that all departments should try best to fight for carry out 2014 economy work; should focus on the key projects construction; should promote the industrial transformation especially the modern service industry development; should pay more attention on overall development of urban and rural areas; should carry out well the “great-cross” town cluster construction; should upgrade the opening-up level especially the undertaking industrial transfer; should keep fighting for the construction of beautiful Chenzhou city, especially on the ecological environmental protection; and should try best to forge happy Chenzhou city, especially on the promotion of well-being projects construction.

It was required on the conference that great efforts should be tried on reform and innovation to ensure all the targets set for 2014 economy work to be fulfilled well; comprehensively deepening reform should be carried out, especially on the problems hindered on the way of social and economic development and on the fields concerned for people’s expectations; more supports should be placed on elements, capital, land, resource, talents, etc.; and development condition should be kept optimized.

Liu Hesheng- Deputy Secretary of Chenzhou Municipal Party Committee presented a rural work report on the conference. Li Ping- Member of Chenzhou Municipal Party Committee Standing Committee and First Deputy Mayor of Chenzhou City presented a report on development of modern service industry as well.

Some municipal leaders of Chenzhou city attended the conference. Principals of some relative departments were present at the conference as well.
