It was learned from Jiahe Finance Bureau that till December 31, 2013, its fiscal revenue hit 1.01 billion yuan with an increase of 239.82 million yuan, up 30.9%, ranking the first place of Chenzhou city on the increase rate. It was the first time for Jiahe county to reach over 1 billion yuan fiscal revenue achievement.

In order to fulfill the revenue target, Jiahe county deployed the detailed targets to all towns and villages respectively on the basis of their practical condition. At the meantime, strict responsibility mechanism was carried out to follow the progress accordingly. Leaders of Jiahe county took active actions to check the condition of all towns, villages and industrial parks and help to solve their problems at the soonest time. Furthermore, some scheduling conferences of taxation were handled every month to enhance the coordination among relative departments and ensure all income to be collected on time.

At the meantime, information collection and management was upgraded in Jiahe county. A comprehensive taxation management mechanism was figured out there to promote the comprehensive management and ensure the payment of tax. Some overdue tax payments, new added-value tax and tax from major tax sources were obtained by handling this system. 

Furthermore, more efforts were paid on the development of potential tax and land revenue collection. Added-value tax of construction consumption materials was covered into the integrated real estate inspection and approval management system to expand the collection of state assets possession charges which was accounted for 18 million yuan in 2013. Non-tax revenue collection was strengthened as well, accounting for 286.19 million yuan, up 66.2%. Land auction and joint hearing system of land price were upgraded in Jiahe county to control the development cost and reach the annual land revenue of 440 million yuan, 310 million yuan of which has been paid-in with an increase of 82.3%.
