It was reported that the second plenary of third session of forth Chenzhou Municipal People’s Congress was held in Chenzhou Performance & Arts Center on January 8, 2014. Working reports of Chenzhou Municipal People’s Congress Standing Committee, Chenzhou Municipal Intermediate People's Court and Chenzhou Municipal People's Procuratorate were delivered at the meeting.

400 representatives of the 417 due ones attended the meeting, which met the quorum.

On behalf of the forth Chenzhou Municipal People’s Congress, Zhong Benqiang- Director of Chenzhou Municipal People’s Congress Standing Committee addressed the working report there.

Zhong stated that followed with the leadership of Chenzhou Municipal Party Committee, Chenzhou Municipal People’s Congress fully implemented the spirit of 18th National Congress of CPC and third session of 18th National Congress of CPC, carefully implemented the policies issued by Chenzhou Municipal Party Committee and decisions confirmed on second session of forth Chenzhou Municipal People’s Congress, strictly perform their duties in accordance with the law and played a sound role of the local organs of state power. In 2013, some work was handled out by the Standing Committee, such as seven resolutions were confirmed; 19 special working reports and other working reports were examined; 10 enforcement inspection and enforcement investigations were organized; 13 enforcement inspection and enforcement investigations were carried out together with the State People’s Congress and Hunan Provincial People’s congress; and 41 appointment and removal of state personnel were handle out accordingly. All of those enabled the Standing Committee fulfill the tasks set in the second session successfully.

Zhong Benqiang stated that 2014 is the first year of comprehensive deepening reform and also the last year of “another three-year project”. The general requirements for 2014 Standing Committee’s work were as follow: fully implement the spirit of 18th National Congress of CPC and the third session of 18th National Congress of CPC and further promote the improvement of well-off society construction. The key points were as follow: first, keep performing duties in accordance with the law to play sound role of local organs of state power; second, keep working well on representatives work to organize the representatives’ activities and handle representatives’ suggestions; and third, keep upgrading self-construction to promote “four-oriented” department construction with better study, working style rectification promotion and propaganda.

Guo Zhenghuai- President of Chenzhou Municipal Intermediate People’s Court and Wang Xunjue- Chief Procurator of Chenzhou Municipal People’s Procuratorate addressed working reports at the meeting as well.
