It was reported that third session of forth Chenzhou Municipal People’s Congress was held in Chenzhou Performance & Art Center on January 7, 2014.

Over 400 representatives of Chenzhou Municipal People’s Congress stepped into the hall in that morning and they would perform their rights authorized by the constitution and law to provide more suggestions on further development of Chenzhou city in the following 5 days.

Zhong Benqiang- Director of Chenzhou Municipal People’s Congress Standing Committee announced the opening of the congress.

Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee delivered government working report on the conference

Qu Hai stated that Chenzhou city reached great achievements on scientific development and promotion of take-off in 2013, though the international and domestic economic conditions were not so good. Followed with the strong leadership of Chenzhou Municipal Party Committee, all departments worked together to meet the annual targets set on the second session well. It was estimated that the regional GDP would hit 168.2 billion yuan, up 11%; total retail sales of social consumer goods would hit 62.5 billion yuan ,up 12.7%; fiscal revenue and public budget revenue would hit 21.61 billion yuan and 14.65 billion yuan respectively, up 18.7% and 22.4% accordingly; per capita disposable income of urban and rural residents would reach 19,000 yuan and 8,400 yuan separately, up 9% and 14% (it was four consecutive year that the growth rate of rural residents income was higher than urban residents.); and annual energy saving task would be met well, dropping 4% energy consumption of 10,000yuan GDP. At the meantime, Zixing city, Guiyang county and Yongxing county were enrolled into 2012 Hunan provincial top ten strong county economy counties. Beihu discrict and Yizhang county were enrolled as the advanced counties. Yongxing county was listed as Hunan provincial first batch key counties of featured county economy.

Concerning for the deployment of 2014’s work, Qu Hai stated that 2014 is the last year for Chenzhou city’s “another three-year project” and the first year of comprehensively deepening reform year. Though there are still many difficulties and challenges hindered on the way, all departments should enhance the awareness of chances, keep the bottom-line thinking, intensify the guidance and promote the reform and innovation to carry out the government work. Followed with the spirit of economy work conference of Chenzhou Municipal Party Committee, the general requirements for 2014’s work were as follow: fully implement the spirit of 18th National Congress of CPC and the third session of 18th National Congress of CPC and scientific concept of development; further promote the deepening reform and transformation development; strengthen public service; highlight well-being improvement to reach the healthy and stable development of the society and economy. The main expected targets were: 11.5% increase for GDP, 15% increase for both fiscal revenue and public financial budget, 28% increase for fixed asset investment, 13.5% increase for retail sales of social consumer goods, and 10% and 14% increase for per capita disposable income of urban and rural residents. Urban registered unemployment rate, increase rate of consumer price and natural population growth rate should be controlled at 4.5%, 4% and 8.1‰ respectively. Energy saving task should be fulfilled.

Qu Hai emphasized that special attention should be paid in the following 7 aspects: first promotion of reform and opening-up; second, expansion of domestic demand; third, industrial transformation; forth, town cluster construction; fifth, ecological civilization construction; sixth, well-being projects; and seventh transformation of government functions.

Qu Hai said it is a crucial period for Chenzhou city’s further scientific development and acceleration of take-off. All representatives should follow the leadership of Chenzhou Municipal Party Committee to take active actions to promote better development of Chenzhou city.

“Selection solution for third session of forth Chenzhou Municipal People’s Congress” was passed on the conference. Reports on Chenzhou city’s implementation of 2013 National Economic and Social Development Plan and 2014 National Economic and Social Development Plan (draft) and reports on Chenzhou city’s implementation of 2013 Financial Budget Plan and 2014 Financial Budget Plan (draft) were checked on the conference.
