How to build a new Chenzhou city? What does the “new” mean? This is something inherent in the concept of social civilization.

Since the reform and opening up, especially in recent years, Chenzhou economy keeps a rapid growth with fruitful achievements. Besides providing a sound material base for the civilization construction, it required for a higher standard for the social civilization as well. The social construction should catch up with the pace of economy development to upgrade social civilization level.

Social civilization is an inevitable requirement of scientific development. Scientific development is people-oriented, comprehensive, coordinate and sustainable development on both economy and society. It is the basic indicator of social development and the basic premise of social harmony.

Social civilization is the ardent desire of all people. With the improvement of living standards, people’s demands on social civilization like civilized living condition, social order and morality are improving together. Only by strengthening the social civilization can people be satisfied continuously. It is significant to strengthen the social civilization construction on the condition that some uncivilized and unfaithful behaviors and disharmonious cases are still available in the society. The government should enhance the cultural indoctrination and social morality guidance, deepen the ideological and moral construction, promote cultural industry improvement, improve the public cultural service system, carry out more cultural activities, and extend cultural market and consumption to make people share the civilization achievements and upgrade their civilized level accordingly.

The social civilization is a significant sign for city’s grade. Enhancing the social civilization construction with upgrading civilized level and regularized behavior of the citizens is one of the key points on city upgrading and establishment of a national civilized city, national sanitary city and national garden city. As it is required by Chenzhou municipal party committee and Chenzhou government, Chenzhou city needs to be improved as an international modern and open city. To meet this requirement, the international civilization level has to be upgraded as well. Only if the city’s residents, management mechanism, and public service system can be in accordance with the international standard, the city can better adapt itself to the internationalization and upgrade its level accordingly.
