Focusing on “greening undertaking and concentrated development”

It was reported that Summit Forum for Central China’s Undertaking Industrial Transfer Investment was held on November 28, 2013 in conference hall of Chenzhou International Convention and Exhibition Center.

Hou Yunchun- Member of CPPCC and Deputy Director of the Development Center of the State Council delivered a speech entitled with “economic situation judgment after third session of 18th National Congress of CPC and suggestions on undertaking industrial transfer”. Sheng Maolin- Deputy Governor of Hunan Province was present at the summit forum. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City made a speech before the opening of summit forum.

Wang Zhonghong- Industrial Economy Department of Development Research Center of the State Council, Xu Hang- partner of SAIF, Liu Maosong- Executive Member of the Council of China Economic Development Research Association, and Professor of Hunan Normal University, Zhou Haibing- Mayor of Hengyang City, and Zhou Zhihui- Mayor of Yongzhou City attended the forum and presented their speeches there. Zhao He- famous host of CCTV hosted this forum.

Followed with the theme of “greening undertaking and concentrated development”, some key contents as “regional economic development of central China and undertaking industrial transfer”, “how to seize the chance of undertaking industrial transfer by demonstration area of south Hunan undertaking industrial transfer”, “undertaking industrial transfer vs. technological innovation and industrial upgrading”, “how to promote undertaking industrial transfer with the capital market”, and etc. were discussed in the forum.

Hou Yunchun stated that a general arrangement and long-term planning should be figured out for the large scale of undertaking industrial transfer handled by the three cities of south Hunan province to upgrade it to be the level of comprehensive industry chain and regional economic development. Further improvement of environment should be carried out accordingly, especially on the infrastructure construction, ecological environment improvement, and policy environment. Better project selection work should be handled out to choose the projects suitable for the city’s practical condition. More mechanisms should be innovated to handle the relationship between government and market and upgrade the market’s role played on industrial transfer.

Qu stated on his speech that Chenzhou city would pay much more attention on the reform and innovation of undertaking industrial transfer and economic transformation from resource-oriented type, market and government’s role, overall development of urban and rural areas, and enhancement of ecological civilization construction. Chenzhou city would expand the connection with cities in surrounding areas on transportation, commerce and trade, logistic, information and other infrastructure construction issues. All three cities of south Hunan province locate in the front of opening up from inland to costal area and are working together on the construction of national demonstration area of south Hunan undertaking industrial transfer, so all the three cities play important role in the connection of a vertical economic belt of Changzhutan-Pearl River Delta and a horizontal economic belt of CAFTA and western sea economical zone of Yangzi River Delta.

Some Hunan provincial leaders and Zhang Xihui- Deputy Mayor of Chenzhou City attended relative activities.
