First South Hunan Undertaking Industrial Transfer Trade Fair was held in Chenzhou International Convention & Exhibition Center on November 28, 2013. As stated by Sheng Maolin- Deputy Governor of Hunan Province that it was a significant economy and trade fair to play best role of the demonstration area of south Hunan undertaking industrial transfer on undertaking more transfer projects and accelerating development of open economy. On the occasion of the trade fair, mayors of Chenzhou, Hengyang and Yongzhou city gathered in Chenzhou International Convention & Exhibition Center and attended the summit forum to express their ideas on “greening undertaking and concentrated development”.

“Chenzhou city is with the advantages of location, transportation, resources, ecology, etc. It should be placed more efforts on the transformation of the advantages, such as transforming location advantage to development advantage, transportation to communications, resources to economy, ecology to sustainable development, etc.” Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City started to express Chenzhou city’s thoughts achievements and plans on undertaking industrial transfer from the consideration how to play the best role of Chenzhou city’s advantages.

It was introduced by Qu that Chenzhou was famous as “county of non-ferrous metal of China”, and was dependent on mineral resource for development. In recent years, followed with the industrial development strategy of undertaking industrial transfer, Chenzhou city kept to undertake the industrial transfer projects of coastal areas especially Pearl River Delta area. With the great efforts on the full opening up, optimization of industrial structure, upgrading of industrial level, expansion of industrial chain, and cultivation of new advantageous industrial cluster, Chenzhou city’s economical structure and development modes were changed fundamentally.

“To handle out the undertaking industrial transfer, we should deal with three relationships. They are as follow: undertaking new industries vs. development of traditional industries, development vs. protection, and integration vs. unique feature.” said Qu.

Hengyang city was confirmed as national equipment industrial base in the planned economy period. In 1950s’ and 1960s’, total economic output value of Hengyang city covered 19% and 29% of Hunan province separately. So Zhou Haibing- Deputy Secretary of Hengyang Municipal Party Committee and Mayor of Hengyang City considered that to make full use of former industrial base was the inevitable choice for Hengyang city’s undertaking industrial transfer.

“The key point for the abundant achievements reached by Hengyang city’s undertaking industrial transfer was making full use of former industrial base to find correct orientation and break through successfully.”said Zhou Haibing. It was introduced by Zhou that it kept a way of transformation from labor-intensive to technology intensive and from low-end to high-end. As of this September, 231 high-tech enterprises have been settled down in Hengyang city. High-tech industry’s added value accounted for 34% of the whole city’s scaled industrial added value. Undertaking industrial transfer played a much more important role in the contribution of Hengyang city’s economic development. Zhou also stated that it planned to forge advanced equipment manufacturing and electronic information industry to be hundred billion industries.

Concerned for the plan of next step, Zhou stated further optimization of industrial development environment would be handled in Hengyang city, especially on the platforms construction of industrial parks and bonded zones. More efforts would be tried on the upgrading of industrial chains to improve the supporting industries capacity. Moreover, much more attention would be paid on the advantageous resources to improve the special industries development.

It was introduced by Yan that with the development of railway and high speed train, it was not so obvious for Yongzhou city’s disadvantage of location. Some advantages of non-ferrous metal resources, land resources, agricultural products, lower labor cost, etc. enabled Yongzhou city to be with its unique advantages on the process of undertaking industrial transfer. Yongzhou city reached great achievements on the connection with the countries of Middle East and ASEAN.

Currently, 26 enterprises of Yongzhou city did the businesses with countries of ASEAN. Hundreds of products were exported to ASEAN market. According to the data, total trade amount for ASEAN market was with an increase of 226% in 2012.
