“Demonstration area of south Hunan undertaking industrial transfer” project which was submitted by Chenzhou, Hengyang, and Yongzhou city was approved by National Development and Reform Commission in 2011, marking the demonstration area’s construction was upgraded to be a national strategy.

By seizing the chance of the project construction, Chenzhou city tried its best to promote its development. According to the data, it kept the second place of Hunan province on actual use of foreign investment for 11 consecutive years and ranked the first place of Hunan province and six cities surrounded on foreign trade. In the first three quarters of 2013, its processing trade amount hit $1.58 billion which was more than Changsha city, ranking the first place of Hunan province.

Though Chenzhou city was the thoroughfare of Hunan province and Guangdong province in ancient days, it lingered on the way of geo-economics development.

Chenzhou city’s policymakers figured out the new idea of“freer mind, better opening up”on the basis of the sound understanding of reform and opening up in recent years. 

At the meantime, much more attention was paid on further opening-up in Chenzhou city, especially on the undertaking industrial transfer to promote its scientific development. 

In recent three years, Chenzhou city’s GDP was with an annual growth of 14.5%. Annual increase of total fiscal revenue and public budget revenue were with 38.9% and 32.8% respectively. Increase for the income of urban and rural residents were up to 12.5% and 15.9% separately. Undertaking industrial transfer contributed greatly on all those achievements. According to the data, the actual paid-in investment and actual use of foreign investment took over 60% of the total social fixed-asset investment. With all the efforts, Chenzhou city was upgraded into the first phalanx of Hunan province.

More projects to be handled in Chenzhou city

No matter the citizens lived in Chenzhou city for years or the visitors familiar with the history of Chenzhou city are amazed to find the rapid development of Chenzhou city in recent years.
More foreign investment was placed in Chenzhou city. More merchants chose to settle their new businesses in the industrial parks of Chenzhou city. All of those helped to improve the development of Chenzhou city greatly.

Besides those, Chenzhou people went outside to introduce more investment into Chenzhou city by holding some activities as “month of investment attraction”. Philip (China) Investment Co., Ltd. was one of the companies attracted by these activities to reach a strategic framework agreement with Chenzhou government on LED project. It became the first world’s top 500 manufacturing enterprises settled down in Chenzhou city.

At the meantime, more cooperation with central enterprises and emerging industries were reached by Chenzhou city.

In recent three years, the actual foreign investment and paid-in domestic investment hit $1.908 billion and 67.66 billion yuan, which was about 1.61 times and 1.63 times more than the total amount of earlier three years. Actual foreign investment ranked the second place of Hunan province for 11 consecutive years and paid-in domestic investment was kept the top three places of Hunan province for 9 consecutive years.

Further expansion of market

Chenzhou city tried its best to fight for further expansion of market in recent years.

The total foreign trade amount hit $2.78 billion in 2012, which was about 5.9 times of the amount of $470 million in 2007.

The total processing trade amount hit $1.91 billion in 2012, which was about 54.6 times of the amount of $35.01 million in 2007. Both the total amount and increase rate of processing trade were ranked second place of Hunan province. Till now, about 300 authorized foreign trade companies have been registered in Chenzhou city.

Though under great downward pressure for both international and domestic economy and Hunan provincial increase rate of foreign trade was just about 15.5%, Chenzhou city still kept a rapid increase by 80.2% on foreign trade which was about 74% and 65% higher than national and Hunan provincial level, ranking the second place of Hunan province.

Encountered with the situations of appreciation of RMB, increasing price of raw materials and labor cost, etc., many foreign trade companies in South of China struggled hard with lower profit. But Chenzhou city’s foreign trade was with an anti-trend situation to be improved rapidly.

The construction for demonstration area of south Hunan undertaking industrial transfer played an important role in the promotion of Chenzhou city’s foreign trade. Currently, 100 enterprises of Chenzhou city handle the foreign trade businesses, 65 of them are newly registered and 26 of them are new ones with actual performances of foreign trade. The enterprises with more than $10 million and $100 million foreign trade amount are 21 ones and 8 ones respectively. Till now, Chenzhou city has expanded its foreign trade businesses with over 121 countries and regions.

In Mid-May of 2013, Chenzhou city was selected as the place for seminar of development and utilization of clean and renewable energy in some developing countries by the State Ministry of Commerce. All the attendants highly affirmed the Chenzhou city’s experience and achievements on the development of undertaking industrial transfer.

Better construction of industrial parks and platforms

Assisted with“34 pilot”favorable policies issued to Chenzhou city’s construction of undertaking industrial transfer by Hunan Provincial Party Committee and Hunan Government, Chenzhou people tried their best to promote its development with freer mind and innovative policies.

By seizing the chance of the adjustment of regulations for central and provincial industrial parks, Chenzhou promoted the upgrading of industrial parks successfully. 10 Hunan provincial industrial parks, 2 Hunan provincial demonstration counties of undertaking industrial transfer and series of special industrial parks were set in Chenzhou city. Chenzhou High-tech Industrial Park would be upgraded to be nation level park within 2013. 153.4 square kilo meters were expanded to be the planning area of industrial parks, 47.6% of which are for development areas. More industries, production elements, innovative capacities and other advantageous resources were gathered in the industrial parks. The rate of industrial concentration was up to 41% in the parks. 60% of the emerging industries were dispatched in the parks.

The construction of standard workshops was one of the key measures for the promotion of small and medium-sized enterprises and cluster development, because it is helpful to decrease the cost of enterprises and accelerate their speed to settle down in the parks accordingly. In recent years, followed with the favorable planning of Chenzhou government, 10 million square meters were fulfilled in Chenzhou city, which helped to introduce more than 1000 transfer enterprises to settle down in the parks.

Besides the construction of standard workshops, other platforms construction as the custom, inspection and quarantine, highway ports, bonded logistic, etc. were improved accordingly. “F channel” which can settle the custom clearance issues in three minutes was greatly helpful to decrease the enterprises exportation cost.

Many financial institutions as SPDB, CEB, BOCOM, etc. were introduced into Chenzhou city in recent years. Chenzhou city became one of the cities with most commercial banks of Hunan province. Chenzhou International Convention and Exhibition Center was constructed to be the exclusive exhibition platform in south Hunan province. All those enabled Chenzhou city to be one of the cities with best opening up platform and function conditions in Hunan province even central west of China.

Chenzhou city will never stop its efforts to be improved step by step.
