It was reported that Hunan provincial promotion conference for socialism new rural construction was held in Yongxing county, Chenzhou city on April 24, 2014. Su Jinlong- Deputy Secretary of Hunan Provincial Party Committee stated that Hunan province’s socialism new rural construction should be promoted with Chenzhou city’s experience. Zhang Shuofu- Deputy Governor of Hunan Province hosted the conference. Xiang Lili- Secretary of Chenzhou Municipal Party Committee delivered typical speech there. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the conference.

The attendants visited Baokou village of Yongxing county, Xiangyindu transfer station of intelligent environmental sanitation of urban and rural areas, training center for Zixing city’s “one family, one industrial worker” project, modern agriculture demonstration park of Shuangxidong, and some other places. Focusing on building moderately prosperous society and promoting overall development of urban and rural areas, Chenzhou city promoted the new rural construction rapidly. According to the data, the annual increase rate for income was kept over 13% in four consecutive years, which was faster than urban residents. The income gap between urban and rural residents was about 2.3:1 under current situation. A new rural construction pattern was formed in Chenzhou city.

Xiang shared three points of experience on his typical speech that Chenzhou city promote the new rural construction with overall development of urban and rural areas, promote the treatment of environment of urban and rural areas together with the project of “lighting up Chenzhou city”, and build the happy villages with the regulated new rural housing construction.
Sun Jinlong said: “the key point to hold the conference in Chenzhou city was that Chenzhou city achieved great results on the promotion of new rural construction, especially on the improvement of rural area’s living condition.”

Sun interpreted the three points of experience shared by Xiang Lili and highly recommended on the conference. Sun said, to promote the new rural construction with overall development of urban and rural areas jumped out of the thinking model to focus rural area’s issue in rural area. “Comments on promoting overall development of urban and rural areas” issued by Chenzhou government integrated the overall development ideas, industries of urban and rural areas, infrastructure construction and public service together. The outstanding feature was to implement the popular plan on the background of new urbanization and new industrialization construction, which greatly helped to avoid separating the urban and rural areas, but promote both urban and rural areas together. All the cities tried hard to find the breakthrough to handle the overall development of urban and rural areas, Chenzhou city confirmed the “lighting up Chenzhou city” as its breakthrough to spread the advanced environment protection idea to the rural area. Strict housing standards, decentralization of authority, and policy guidance were handled out to regulate rural housing construction in Chenzhou, which would be significant to whole nation.

Sun stated that there were 5 points of thought and inspiration from Chenzhou city’s experience. First, true awareness, idea and measure should be available in overall development of urban and rural areas. Second, new rural construction should be started from upgrading the infrastructure construction as roads, garbage disposal, water and electricity supply, and etc. to improve rural residents’ living condition. Third, it was a long improvement process to promote the new rural construction. Forth, necessary input and strong guidance should be carried out by the government to lead the new rural construction. Fifth, the masses’enthusiasm should be activated to join in the new rural construction, rather than just government’s behaviors only.

Sun emphasized that stricter leadership should be enhanced to integrate the capitals and increase the input and closer communications should be enhanced among departments to play the farmers’ principal role, perfect grassroots organization and promote new rural construction.

Zhang Shuofu stated that all cities should connect local practical condition to study Chenzhou city’s experience and figure out true idea, awareness, and measure to promote the new rural construction with new breakthroughs.

Principal of Yongxing county also presented a typical speech on the conference. Representative of demonstration area of Wangjia stockade village, Yueyang city and Xiangshui village, Zhuzhou city delivered reports on the conference as well.

Some Hunan provincial leaders, municipal leaders of cities of Hunan province, and representatives of the beautiful villages of Hunan province’new rural construction attended the conference.
