Hunan new energy auto industry started early. As early as 2002, CRRC Zhuzhou Electric Locomotive Research Institute started the independent research and development and technological innovation of the key components of electric autos, and participated in the research and development of the "863" electric auto and key components R & D project. Till now, Hunan Province has formed a relatively complete industrial chain for the new energy auto, electric control and electric motors, power batteries, battery materials and recycling batteries. There are more than 10 new energy auto production enterprises, mainly including Guangqi Mitsubishi, Leopaard, BAIC, BYD, Geely, Zhongtai and so on. Last year, Hunan Province produced 42,464 new energy autos, accounting for 8.2% of the national output of new energy auto in the same period. From January to September 2017, the key new energy auto companies in Hunan Province produced 36,649 new energy autos, an increase of 23%.

In the field of the new energy auto industry, Hunan Province has a number of key parts and components enterprises of new energy auto, such as the CRRC Electric, CRRC Times Electric, Laite Electic, Melsen Power, Soundon New Energy, Changsha Keba, Xiangtan Yinhe, Hunan Gold Cup, and so on, and battery materials and recycling enterprises, such as Hunan Shanshan, Fengyuan Yexiang Kingco, Hunan Bangpu and so on. Hunan Province is also one of the largest production areas of lithium battery materials in China, and the battery industry has become a business card of Hunan's new energy industry. The government promoting is the important power of the new energy auto industry to develop. Hunan has established a provincial joint meeting system for the promotion and application of new energy autos, and the relevant municipal governments have also established a joint meeting system at the corresponding level, formulated financial support policies for the promotion, application and industrial development of new energy autos in provinces and cities, coordinated the industrial layout, and promoted the interconnection and interaction of new energy auto infrastructure to achieve coordinated development. According to the "13th Five-Year Plan of Hunan Auto Industry", Hunan energy saving and new energy auto production capacity will reach 2.5 million autos, of which 500,000 new energy autos by 2020.
