Liu Zhiren, Deputy to the National People's Congress and Mayor of Chenzhou City, proposed to support Chenzhou to build a high-quality growth pole connecting Hunan with the GBA based on Chenzhou's resource endowment and industrial advantages.

The investment cooperation and non-governmental exchanges between Chenzhou and the cities of the GBA are active and have a good foundation for cooperation. In recent years, more than 80 percent of Chenzhou's investment projects and funds come from the GBA and has a high degree of economic compatibility and strong industrial relevance with the GBA , which is conducive to participating in and integrating into the industrial division and cooperation system of the GBA.

In his proposal, Liu Zhiren proposed that we should improve the transportation network from Hunan Province to the GBA, improve the industrial cooperation system, deepen the cooperation with the GBA in the construction of ecological environment, and help Chenzhou to take the lead in the docking and integration into the GBA to achieve high-quality development, and become the growth pole of Hunan's opening up and docking with Guangdong, Hong Kong and Macao.

In terms of deepening the cooperation with the GBA in the construction of ecological environment, Liu Zhiren suggested that Chenzhou should support the construction of national sustainable development agenda innovation demonstration area centering on the theme of "sustainable utilization of water resources and green development", strengthen the construction of Nanling Mountain Forest and biodiversity ecological functional area, and explore a new mechanism of development and protection of sharing and governance in Hunan and Guangdong, the source of the Pearl River.

In this year's National Two Sessions, Liu Zhiren will submit five proposals. In addition to the above proposals, he has also focused on the construction of innovation demonstration area of Chenzhou national sustainable development agenda, the establishment of national circular economy demonstration city, the construction of Jiangxi-Chenzhou-Yongxing railway, and other issues, focusing on how Chenzhou can better implement the new development concept and serve the development of the GBA.
