The municipal Party committee and the municipal government will set up a leading group to undertake the construction of the industrial transfer demonstration zone in Chenzhou City, strengthen the organization and coordination of the implementation plan, hold regular promotion meetings as required, and focus on studying and solving major issues in the undertaking of industrial transfer. The relevant departments of each county, city, park and city directly under the municipal government will take the overall docking with the GBA, and accelerate the construction of industrial transfer demonstration area as a major opportunity to achieve the high-quality development of the city's economy and society, refine the target tasks, and conscientiously implement them; regularly follow up and inspect, formulate a scientific and feasible supervision mechanism, and urge the implementation of various works.

Increase policy support. The responsible departments under the leadership of the municipal government will guarantee the funds, land, finance and taxation, hydropower and other demands for undertaking industrial transfer projects; accelerate the introduction of high-end talents in Chenzhou, and provide support in accordance with laws and regulations in housing security, medical care, supporting placement, children's enrollment, tourism services, innovation and entrepreneurship; fully implement the preferential policies of the central and provincial governments to support industrial transfer and open development, and strive for greater support from the central and provincial governments in policies, funds and projects.

Optimize the business environment. Our city will comprehensively target developed regions such as Beijing, Shanghai and Guangdong, and continue to promote the action of "docking with Beijing, Shanghai and Guangzhou, and optimizing the environment"; further promote the government reform, "Internet + government service" and "One time completion" reform; constantly optimize the examination and approval environment, cost environment, legal environment, credit environment, innovation environment, service environment, customs clearance environment, and strive to create an international, legal and convenient business environment.
