Considering the distribution of red tourism resources, natural resources endowment, regional traffic links and the requirements of coordinated economic and social development, the "Outline" divides the Shazhou area into the core area of red tourism resources concentrated contiguous area with Shazhou as the center, the expansion area with better agricultural foundation outside the core area, and the linkage area with red tourism and development value along the Red Army Long March trail and Wenyan tourism highway outside the expansion area.

In the process of compiling the "Outline", the special class for the planning and development of Shazhou area has drawn on the opinions of experts and departments, organized many symposiums for experts on historical buildings and cultural relics, tourism experts, representatives of tourism enterprises, and cultural and historical experts, actively collected and sorted out more than 100 expert opinions and suggestions, and effectively integrated them into the planning .

"We should revitalize the red resources on the basis of the protection of cultural relics. The protection of cultural relics does not change the original state, and the raw materials, original techniques, original forms and original patterns should be preserved." Tian Changqing, Vice President of Architectural Branch of Design Institute of Hunan University, said. On November 13, 2020, more than 40 provincial and municipal experts in the fields of cultural tourism, historical and traditional buildings and cultural relics protection gathered to make suggestions for the regional planning and development of Shazhou.

At the same time, the city's Shazhou area planning and development class organized the responsible persons of relevant units to visit Shibadong Village in Xiangxi Prefecture and Jinggangshan in Jiangxi Province. Combined with the reality of Shazhou area, the experience and practice of these places in village planning, poverty alleviation and red tourism were integrated into the planning. In terms of teaching methods, we will take on-site teaching as the main form, and comprehensively use situational teaching, interview teaching, experience interaction, discussion and exchange and other forms to further strengthen and optimize the characteristic teaching system.
