It was learned from Chenzhou Finance Bureau that from the beginning of this year, the bureau kept the tenets of "performance, well-being, stability, and development first" and paid great attention on adjusting the structure of expenditure. Some regular expenditures as three public consumption were decreased, which was purposely to ensure and improve well-being condition. The general public budget expenditure was amounted to 22.93billion yuan in the first half year of 2016, accounting for 68.8%, up 25.1%.
It was introduced that in order to control the regular expenditure, Chenzhou financial departments released "Notice for further management of finance", which specified the three public consumption can only be decreased and can't be exceeded the budgets. Some new budget departments which were newly merged should be 20% less than 2015 level. Thanks to those effective policies, the total amount of three public consumption was 11.24% less than 2015, among which the hospitality spending was 10.68% less. The total amount of municipal level three public consumption was 28.63% less, among which the hospitality spending was 31.25% less.
Furthermore, Chenzhou financial departments issued "Notice for acceleration of the implementation of financial expenditure". Principally speaking, all the budgets haven't been settled to specified departments and projects should be withdrawn. All the orders placed by upper level departments should be handled out by the lower level departments within 10 working days after receiving the instruction files. Stricter assessment on promotion of financial expenditure should be carried out to accelerate the processes and settle the balance.
Along with decreasing the regular expenditures, financial departments confirmed and adjusted the well-being projects and standards to increase the percentage of well-being expenditures. In the first half year, 16.99billion yuan financial well-being expenditures were paid, up 26.3%, accounting for 74.1% of the general public budgets which was 0.7% higher than last year. The expenditures on public service, education, social security and employment, medical treatment and population program, energy saving and environment protection, and urban and rural communities were 31.9%, 24.3%, 29.5%, 27.9%, 127.9%, and 36.6% higher respectively.
