Trying to be Qualified as Integrated Free Trade Zone Successfully

It was reported that Yi Pengfei- Secretary of Chenzhou Municipal Party Committee hosted a scheduling conference concerned about Chenzhou Export Processing Zone's upgrading of integrated free trade zone. As emphasized by Yi Pengfei, all work should be handled out on the basis of specified targets. It should try best to be qualified as integrated free trade zone successfully. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the conference.

 

It is a significant measure for Chenzhou city's development of opening economy that Chenzhou Export Processing Zone can be updated as integrated free trade zone. It is also significant to improve Chenzhou city's capacity for future economic growth, adjustment of economic structure, expansion of opening economy, and establishment of new increasing pole of Hunan province. It was learned that from last December after Hunan province's submitting of the application, the assessment of files and upgrading of relative projects of Chenzhou Export Processing Zone were being promoted smoothly. Till now, information management system, infrastructure construction, and proposal and feasibility study concerned about the upgrading of the zone have been finished.

 

After listening to the report delivered by Management Commission of Chenzhou Export Processing Zone, Yi Pengfei required that all departments should follow the target to ensure the approval of integrated free trade zone to be passed successfully. The key point concerned for opening up and export-oriented economy is to establish sound platform. Integrated free trade zone is one of the key platforms. All the fundamental work for the application should be well handled by focusing on key points. The Land & Resources Departments should keep docking with the State Land & Resources Ministry to get the permission of lands and pass it to the General Administration of Customs. The departments of customs, commerce, High-tech Zone, Chenzhou office in Beijing city, and etc. should work together to finish the assessments of files for first round application work. Other departments should deploy special staffs to contact with Hunan provincial level departments and seek for more supports from them.

 

Yi Pengfei required that all departments should work together to make sure all work to be finished on time. A special team for the promotion of application work should be established and all the team members should follow specified targets to handle the work with specified solutions and responsibility system.

 

Yi emphasized that it is purposely to improve the development of industrial park, industries, and financial sources construction. Investment attraction and settlement of enterprises in the park should be placed in the first priority of the industrial parks, so the tasks about investment attraction, responsibility solutions, and implementation measures should be figured out to gain breakthroughs on the investment attraction. All departments should intensify their understanding on industrial parks' development and try all their efforts to handle the work.

 

Qu Hai required that all departments should coordinate with each other by following their specified responsibilities and keep docking with central and Hunan provincial governments; special staffs should be deployed to handle relative work; upgrading and reconstruction of the soft wares of customs and inspection & quarantine departments should be speed up; better service should be provided for settling relative procedures with better efficiency; better investment attraction work should be handled out to promote the industrial transformation and upgrading; and more investments and projects should be introduced into the park on the basis of national industrial policies to improve its development and keep its leading role on opening up.
