It was reported that on March 26, 2016, accompanied with some officials of the State Finance Ministry, Jamal Sager- the Senior Consultant of Vice President of the World Bank’s Africa Region led an investigation team to visit Chenzhou city and check the clear energy project. Hu Hebo- Associate Counsel of Hunan Finance Department and Li Ping- Member of Chenzhou Municipal Party Committee Standing Committee and First Deputy Mayor were in company of this investigation.

Jamal Sager and his team visited Xiangneng Hualei Optoeletronic Co., Ltd. and Great Dongjiang Power Station of Dongjiang Lake Hydroelectric Power Plant and checked the clear energy projects to learn the condition of Chenzhou companies and their financing demands. The World Bank is an important source of funds and technical aids for the development of developing countries, so that this investigation would facilitate Chenzhou city a new chance to obtain more supports from the World Bank.

Chenzhou city is with rich clear resources as hydropower, wind power, solar power, biomass, geothermal, and etc. Currently, some clear energy industrial clusters as power generation by the energies, waste-heat utilization, drencher air conditioning systems, hot springs, and etc. have been taken initial shapes in Chenzhou city, contributing 2.80million power generation capacity which accounts for 60% of the total amount. Furthermore, Chenzhou city upgraded its opening up and international cooperation that it established twin-city relations with Laredo and Moore of the United States and Kimberley of the South Africa. The enterprises of Chenzhou city took more active actions to place investments abroad as well. Africa is an important investment area for the development and utilization enterprises of clear energies of Chenzhou city. Hualei Optoeletronic Co., Ltd. has established deep cooperation with South Africa. Chendian International promotes the construction of international demonstration of small hydropower stations actively. It also took part in some international projects as “lighting up Africa” of Zambia, CDM project of small hydropower development mechanism, and etc.

Jamal Sager expressed his great interests on the tremendous clear energies of Chenzhou city and highly affirmed the technological innovation of the enterprises. He stated that the World Bank would place more supports on its unitization and technological innovation of clear energies.
