Through the implementation of the "leading industrial enterprise cultivation plan", "small and micro enterprise growth plan", and so on, Chenzhou will cultivate a batch of large enterprises with strong industrial support and investment drive, strive to cultivate 3-5 leading enterprises with output value of 5 billion yuan or 20-25 leading enterprises with more than 2 billion yuan in the whole city in 2018, and encourage leading enterprises to achieve the double increase in sales revenue, profits and taxes in three years.

First is to continue to carry out enterprise support activities. Chenzhou will pay attention to helping enterprises as an important basic work in supporting the development of the real economy, focus on the enterprises and projects listed in the "five 100" projects of the province, conduct comprehensive visits and arrangement, establish and improve the assistance list, and further expand the coverage of assistance to ensure full coverage of key enterprises. 

Second is to support the development and growth of leading enterprises. Chenzhou will encourage leading enterprises to implement low-cost expansion to be bigger and stronger through cross-regional and cross-industry mergers, support the listing of enterprises and NEW OTCBB, actively make good use of the policies, take the initiative to serve them, create conditions for the listing of enterprises and NEW OTCBB, promote enterprises to speed up the listing, encourage enterprises to finance directly through multi-forms and multi-level listing, and increase financial support for newly listed enterprises.

Third is to carry out "intelligent manufacturing" upgrade activities. Chenzhou will vigorously promote the integrated application of key technologies and equipment for intelligent manufacturing in key industries and leading enterprises, vigorously support leading enterprises in the transformation of smart manufacturing technologies, striving to create an intelligent manufacturing demonstration enterprise and 2 intelligent manufacturing demonstration workshops, and organize a citywide manufacturing enterprise observation and study activities, guiding enterprises to actively enhance the level of digitization, networking and intelligence.
