The investigation group suggested that we should attach great importance to the transformation and upgrading of the manufacturing industry, closely adhere to the national strategic development layout, vigorously promote strategic cooperation, and constantly enhance manufacturing capacity and creativity; should improve the development combination of upgrading, give full play to the comprehensive advantage effect, strengthen the main position of enterprise innovation, and encourage enterprises to improve quality and create brand; should innovate the construction of service system, attach importance to the introduction of talents, and form intellectual agglomeration; should promote technological innovation, increase policy support and implement preferential policies in an all-round way.
