Recently, the author learned from the Municipal Finance Bureau that since the beginning of this year, the municipal financial department has made great efforts to overcome the downward pressure of the economy and reduce the general expenditure. On the basis of the reduction of more than 10 percent in the general expenditure of the municipal budget at the beginning of the year and 3 percent in the "Three Public Consumptions", the related departments have accumulated the limited funds to build the "humanistic Chenzhou". From January to July this year, the expenditure on public life reached 24.58 billion yuan, an increase of 8.5 percent, accounting for 77.2 percent of the general public budget expenditure, making people feel better, happier and more secure.

Our city has continued to strengthen social security, perfect the safety net for basic livelihood security, and make overall arrangements for social security funds of 350 million yuan. At the same time, our city has launched a 100-day actions to alleviate poverty through basic pension insurance for urban and rural residents, paying pension insurance for 56,000 impoverished people in the city; also arranged 5.2 million yuan to promote the construction of 84 home care and community day care centers in downtown areas, accelerate the construction of urban health care centers and relocation of urban relief stations, and constantly improve the pension system; co-ordinated arrangements of 110 million yuan to support four poverty-stricken counties in Guidong, Anren, Yizhang and Rucheng to get rid of poverty.

At the same time, our city has made every effort to raise funds to ensure the implementation of the ten "benefiting projects" and improve the standard of low living standard and the level of relief in rural areas. Dissolving "large class" work of compulsory education has been promoted steadily. Up to now, 1427 large classes of compulsory education have been eliminated in the whole city, 45 construction projects of new start-up schools have been built, and 46495 degrees are expected to be increased by September. The reform of the medical and health system has been steadily promoted. 250 hospitals in the city have been stationed in the "China Family Doctor Contract Service Platform", 92 clinics have been eliminated, and the basic medical capacity has been effectively strengthened.
