On September 12, the 6-day 2020 Chenzhou (Dongjiang Lake) Tsingtao Beer Festival opened in Dongjiang Cultural Square in Zixing City. This is another important measure to activate the night economy and boost consumer confidence.
In the face of the impact of the epidemic on the consumer market, Zixing City strictly implemented the requirements of "six stabilities" and "six guarantees", carried out in-depth actions to improve consumption power, introduced a series of preferential policies, and held a series of activities such as beer festival and fish culture tourism festival, so as to vigorously promote the resumption of work and production of enterprises and the release of consumption potential.
In February this year, Zixing City issued the "ten policies and measures to support the resumption of work and production of small and medium-sized enterprises" and "ten policies and measures to support the stable development of agriculture and rural areas", which gave preferential treatment to the market participants, such as tax and rent relief, and increased assistance in the supply of living materials, financing and employment. In March, the city once again issued and implemented the "policies and measures to expand and promote consumption" to give comprehensive policy support and preferential treatment to sports tourism, catering and accommodation, poverty alleviation and benefit agriculture, commodity retail and other consumption fields.
After the intensive introduction of precise policies to promote consumption, Zixing City has played a "combination fist" around consumption vouchers. The city made full use of new payment methods such as mobile "Hebao" payment, as well as the opportunity of Qingming Festival, school season, May Day golden week and Dragon Boat Festival to continuously promote the synchronous development of wholesale, retail, accommodation, catering and other industries. At the same time, the "Zixing Consumption" small program was innovated to encourage all enterprises and institutions in the city to transfer part of the outstanding performance bonus in 2019 to the "Zixing Consumption" to issue e-consumption coupons for public officials to take the lead in consumption and promote the synchronous development of wholesale, retail, accommodation, catering and other industries. Up to now, 6714 public officials have participated in the "Zixing Consumption" platform. Since its launch, the average daily consumption of the platform is nearly 30000 yuan. The platform merchants cover all registered tertiary industry merchants in the city.
New formats bring new opportunities. Facing the impact of the epidemic on the real economy, Zixing City has also made great efforts to cultivate new consumption patterns. By strengthening cooperation with large-scale network platforms, the city launched and helped businesses to operate online on the platform, and encouraged local e-commerce express enterprises to cooperate with physical stores to carry out urban distribution services. At the same time, relying on the platform of "Zixing Consumption" and "Mango poverty alleviation supermarket", more than 10 live e-commerce sales activities of agricultural products were organized and carried out, and a number of local online celebrities with goods were encouraged to be cultivated in all towns (streets).
Relying on the good tourism environment, Zixing City has planned to build characteristic business district in Tanglidong District and encouraged merchants to extend business hours to form night economic gathering area integrating accommodation, catering, culture, entertainment, tourism, shopping, leisure, etc., and create a characteristic night economic circle of "one river, one bottle of beer, one festival, one street and one night tour".
"We hold this beer and food festival, relying on the good water of Dongjiang Lake, and integrating the three core cultural lines of food, music and beer, to build a large stage for displaying corporate culture, unblocking production and marketing channels, and establishing friendship bridges, so as to further activate the night economy and boost consumer confidence." Zixing Municipal Party Secretary Huang Zhengrong said.
According to the relevant data of Zixing Municipal Bureau of Commerce, by the end of July, the total retail sales of consumer goods in Zixing City had reached 2.889 billion yuan, a year-on-year decrease of 4.0 percent, and the decline rate was 0.6 percent lower than that in June. The total retail sales volume ranked first in all counties (cities and districts) of Chenzhou City.
