It was reported that Sheng Maolin- Vice Governor of Hunan Province investigated Chenzhou city from October 22 to 24, 2013. Sheng required that further innovation should be promoted in Chenzhou city to accelerate its well-off society construction. Xiang Lili- Secretary of Chenzhou Municipal Party Committee and Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City accompanied Sheng with this investigation.

Sheng and his team visited Guidong, Yongxing, Anren and other counties. They learned details of the construction of industrial parks, new rural and key projects on every stop, especially the well-off construction work. During their trip on Shuiwan village, Guidong county, Sheng highly affirmed a new model of associated construction of miscellaneous houses innovated by Shuiwan village, which greatly helped to save the lands for farmers. It was reported that 263 former miscellaneous houses with 4000 square meters were demolished and new 1560 square meters associated houses were built instead in the village. Sheng praised that it was a good way worth promoting further.

A symposium was held in the afternoon of October 23, 2013. Sheng highly affirmed the good results achieved by Chenzhou city on the comprehensive construction of well-off society and new rural construction. But Sheng also stated that some problems as small industrial scale, unbalanced economic development, high pressure for large numbers of poverty counties, etc. were still hindered on the way of its further development.

Sheng stated that scientific analysis on the promotion of comprehensive construction of well-off society should be carried out in Chenzhou city to figure out the scientific guiding ideas and working targets, and implement the spirit of seventh session of tenth Hunan Provincial Party Committee. Further innovation should be promoted as well to implement the measures for comprehensive construction of well-off society

Sheng required that enhance strength should be placed on the construction of industrial park to accelerate the pace of industrial development; more business models should be innovated to improve modern featured agriculture; more attention should be paid on overall development of urban and rural areas to form new style towns pattern; more efforts should be tried on infrastructure construction to enhance the development potential; more attention should be focused on ecological environment construction two upgrade the two-oriented development capacity; and enhanced measures should be carried out on well-being support issues to keep the stability of society.

Some Hunan provincial leaders and Chenzhou municipal leaders accompanied Sheng with the investigation as well.
