It was required by Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City on the working conference of rural electric network transformation promotion that all the departments should try their best to ensure the project to be fulfilled and rural residents to be with more benefit from this project.

Till the end of March, 2013, 521.12 million yuan has been invested on the 2012 rural electric network transformation. According to 2013 plan, more than 1.2billion yuan would be further placed on the project, covering 51.4% total task of Hunan province, which was about 203% task of 2012.

Qu stated that the electric network transformation was concerned for rural people’s living condition, agriculture industries, and prosperity of rural area, so all the departments should pay more attention on its further improvement with better planning and preparation work and capital implementation work.

Qu also stressed that all the county and district governments and departments should work together to carry out the favorable policies released by the State to attack the bad behaviors blocked the improvement of the transformation project. All the electric network enterprises should further enhance their management and communication with local governments to ensure the project to be fulfilled with high quality on time. All the direct departments should open the “green channel” to simplify the administrative procedures for the project. Furthermore, Agricultural Bank of China Chenzhou Branch should accelerate the speed to place the construction capitals on time.

Qu said, upgraded work such as network level upgrading, holder increasing, mechanism reform, etc. should be handled on the following electric network transformation. Per the areas which have not been started the transformation work till now should be constructed with new standard and requirement.
