How to improve the fruit setting rates was one of the key problems bothered a navel orange grower in Zixing city currently. After learning such condition, a sci-tech special commissioner was dispatched to solve his problem on time.

Sci-tech special commissioner mechanism was implemented in Zixing city from 2005 after establishing the innovative sci-tech mode. All the sci-tech special commissioners were selected from some experts of high schools and skillful technicians of some departments. The sci-tech special commissioners were dispatched to help the villagers to handle the key projects approved by Chenzhou government accordingly with favorable policies, funds and technologies.

Besides the technology assistance to villagers’ improvement of project construction, the sci-tech special commissioner helped to cultivate more professional technical farmers which greatly improve the upgrading of Zixing city’s agricultural industry. Some more favorable policies were released to encourage the sci-tech special commissioners play the most active role to establish more technical demonstration base, which highly increased local peasants’ income.

Till now, more than 128,000 peasants have been benefited from the sci-tech special commissioner mechanism carried out in Zixing city.
