In order to ensure all the favorable policies on farmers can be implemented well in Zixing city, some innovative working mechanisms were carried out there, such as preregistration, publicity, supervision, accountability, etc.. All implementation conditions were covered by those mechanisms.

In recent years, 48 key favorable policies on farmers as grain planting subsidies, financial reward fund, forestry subsidy, relocation subsidy, etc. were listed in “preregistration project list” by Zixing government and were known by the public via internet, television, radio, special columns set in villages, etc.. With those methods, all the farmers in Zixing city were quite aware of their rights can be obtained from the favorable policies.

In 2012, more than 40 times of special inspection action on the implementation of favorable policies on farmers were carried out by relative departments of Zixing city. Concerning for the violation situations found on the special action, different punishment ways were handled to solve them. It was learned that more than 11000 mobile phones with apps of favorable policy publicity were issued to the farmers to enable them can get the policy information on time.
