Xiang Lili took an on-site investigation toHeping and Tashui village
Both Wangxian town and Tashui village were the points of contact of new rural construction for Xiang Lili- Secretary of Chenzhou Municipal Party Committee. The two were the demonstration points of“two-oriented ” society construction along Chenzhou avenue. On June 4, 2013, an investigation team led by Xiang visited Heping village and Tashui village. It was purposely to check and solve the problems hindered the way on new rural construction and project construction to keep the two villages’leading role on the new rural construction.
A rural scenery which was full of farming features shown in Heping village attracted all the team members’ eyes. Six theme cultural leisure farming lands were established in Suxian district and were approved as Hunan characteristic famous travel villages. Followed with the targets set for the improvement of this village, Heping villagers were working hard recently. Xiang said, a sound land transfer plan should be figured out to carry out the construction work.
When Xiang and his team arrived at Tashui village, people were working hard on the new rural construction project to improve the infrastructure condition and ecological condition. More investors were attracted there for its better condition, Xiang stated that different from building new houses, the real new rural construction should focus on the industry construction with local features, so all the departments should work together with unified understanding to carry out relative work.
Xiang said, there were six key points should be followed to handle the new rural construction. First, sound design and plan for new rural construction should be worked out to guide the villagers construction behaviors; second, overall urban and rural development should be improved together with ecological civilization construction to upgrade the rural people’s understanding of the development; third, sound program and development plan of industry should be worked out to improve the new rural construction with upgrading industry construction; forth, better management level should be improved with the construction of new agricultural cooperative organization and new rural community; fifth, land transfer and comprehensive development plan should be worked out to regulate the land operation; and sixth, market-oriented management of new rural construction should be carried out together with the sustainable development. Both the two villages should focus on the target to be improved as the provincial even national level new rural construction demonstration points.
Some municipal leaders of Chenzhou city accompanied Xiang with this investigation.
