Target: to be effective in first year, to be with great change in second year, and to be upgraded in third year

Key point: focusing on the construction of Chenzigui-Chenyongyi great cross town cluster and then covering all the counties gradually.

The Standing Committee Meeting of Chenzhou Municipal Party Committee was held by Xiang Lili- Secretary of Chenzhou Municipal Party Committee on March 29, 2013. Some working plans on rural environment condition, regular meeting system, government department improvement, etc. were discussed at the meeting. At the meantime, working reports on Chenzhou talent construction work and petition work were delivered at the meeting.

From 2013 to 2015, a three-year project on rural environment improvement would be carried out in Chenzhou city with the target to be effective in first year, to be with great change in second year, and to be upgraded in third year. According to the requirements listed in the meeting, supernormal measures should be placed on the project to promote it well. As the principal work of overall integration of rural and urban areas, the rural environment improvement project should focus on construction of Chenzigui-Chenyongyi great cross town cluster and then covering all the counties gradually.

Concerning for the talent construction work of Chenzhou city, it was required in the meeting that Chenzhou should keep opening up to introduce more talents with more favorable policies. At the meantime, suitable talent selection policies and introduction policies should be figured out on the practical condition of Chenzhou city. Talent employment mechanism should be reformed to encourage the enterprises and departments introduce more talents to serve for the development of Chenzhou city.

Concerning for the petition work, it was required in the meeting that all the departments should keep paying high attention on the petition and safeguard stability work. The working mechanism of petition receipt by leading cadres should be further promoted; petition basic foundation should be consolidated; petition problems should be solved on time; petition work channel should be opened widely; petition work order should be regulated; evaluation on petition work should be strengthened; and petition work cadres should be cultivated well.
