It was required that more attention should be placed on construction of demonstration village to handle the overall development of urban and rural areas with new concept

It was reported that Xiang Lili- Secretary of Chenzhou Municipal Party Committee took an investigation trip to Heping village, Wangxian town, Suxian district on its new rural construction. Xiang required that the construction of demonstration village should be carried out with the concept of new urbanization and special method as government guidance, multiple support, farmers’ main body, market operation and industrial support should be handled to promote overall development of urban and rural areas.

Xiang led an investigation team formed by principals of subordinate departments and Suxian district to check the details of Heping village’s new rural construction and visited construction sites of some projects. It was introduced that after approved to be Chenzhou new rural construction demonstration spot, Heping village gained more achievements afterward , such as establishment to be Hunan provincial demonstration village of new rural construction, Hunan provincial demonstration village of “two-oriented”society, and Hunan famous characteristic tourism village. In 2013, an investment agreement amounted with 15 billion yuan was signed with Agile Property Holdings Limited- one of the most powerful comprehensive property developers and Chinese famous brand- to carry out Wangxian ecological tourism town’s project. According to the plan, more than 8700mu lands were covered into the project and it was estimated to be finished within 8 years to forge the town as a high-end leisure and healthy tourism resort.

“More attention should be focused on natural and ecological concept and human-oriented to keep the features of Hunan landscapes, especially Chenzhou characteristic.” said Xiang. He also stated that it was a marketization idea to introduce Agile group to handle the new rural construction issues of Heping village. Once the project finished, it means the overall modernization and new urbanization of Heping town to be completed as well. Xiang asked relative departments to provide more favorable policies to support this project construction.

Xiang carefully listened to the working report of Heping village’s new rural construction and highly affirmed the way handled out by the village and its great achievements. Xiang pointed out that Heping village handled out the construction on the basis of its practical geography condition, not the way of demolition, which was a good demonstration example for other counties’ construction work. More efforts should be tried to promote Chenzhou city’s new rural construction with the experience of Heping village and with the central government’s requirements. More methods as government guidance, multiple support, farmers’ main body, market operation and industrial support should be handled to promote new rural construction.

Xiang emphasized that the most urgent and priori work concerned for new rural construction was the renovation of villages and then to step to the new plan of construction. More regulated housing did not mean encouragement of housing. So stricter plan, approval, control and management on the basis of “two-oriented” society construction should be implemented to regulate the housing.

Xiang stated that followed with the general requirement of the Party’s mass line educational practice, enhanced grassroots party organization construction work should be promoted in the rural area. Grassroots foundation should be consolidated to gradually expand the collective economy of villages. Working style should be rectified to provide better service to the masses.
