It is the key stage for Chenzhou city's nomination of submission of establishment of national civilized city. In the morning of August 19, 2014, Xiang Lili- Secretary of Chenzhou Municipal Party Committee checked the establishment work of national civilized city handled out in central urban area. During the investigation, Xiang emphasized it was a comprehensive and systematic work and a real well-being project for the establishment of national civilized city. We aimed to improve the city to be more beautiful by handling the establishment work, so the situation that some areas are clean and beautiful but other areas are dirty is not acceptable for us. All the problems should be solved on time and Chenzhou city should be obtained with the nomination of "establishment of national civilized city".

"The environment is so poor here. Anybody dare to come to your store?" on seeing the poor sanitary condition of a shop in the backstreet of Wanxing Market of Beihu district, Xiang asked the shop owner. The owner shamed to answer that it was their mistake not to clean the trashes on time. Xiang said:" cleaner environment, better business. Sincerely hope all citizens can join in the establishment work." The shop owner promised:"we will keep the sanitary condition in future."

"A digestion tank smells badly in our area. We have posted to the upper level departments for many years, but no response heard till now. Please come to check it." Xiao Xiefei who is one of the residents of the family area of former Majisping Flour Plant told Xiang Lili immediately on seeing him. Xiang went there and checked the situation on site. It was true as Xiao said, so Xiang asked the relative departments to solve the problem in 10 days.

Xiang and his team visited the Farmers' Market of Xiezuo road, Yanquan south road, the cross of Guoqing south road and Yanquan south road, and some other places on that day, and found some different problems there. Xiang also guide some citizens not to attend the gambling on seeing them play the gambling on street.

After checking Nanling Villa, Xiang Lili held a brief on-site working conference. Some solutions and specified responsibilities and time schedule were figured out on-site. Xiang Lili said Chenzhou urban area's main roads and public places have been improved greatly after promoting city management, upgrading and reconstruction in last years, but there were still many problems in the backstreets, old communities, markets, urban-rural areas, and etc. Great efforts should be tried to handle the treatment of these areas. He required that the regulated management should be carried out there to guide the pedlar to operate their businesses in specified areas. Some subordinate departments should work together to handle the enforcement work to renovate the street-market, parking and other problems of the farmers' markets. 

Xiang Lili emphasized that all department should figure out countdown renovation solutions on relative problems and solve them at the soonest time. Irregular checking and supervision should also be carried out to check the effects of renovation.
