Currently, Chenzhou Municipal Party Committee and Chenzhou Government held some conferences to mobilize and allocate “five-upgrading” work as industrial upgrading, transportation upgrading, city upgrading, well-being upgrading, well-being upgrading and working style upgrading, which indicated that the “five-upgrading” work was officially launched in Chenzhou city.

In the past three years, Chenzhou city reached the development target of “being in advanced placed in south Hunan province, being leading place among cities of different provinces, and trying to be in first place Hunan province” by handling “three-establishment” as “establishment of national civilized city, establishment of national sanitary city and establishment of national garden city” and four battles as “transportation construction, industrial transformation, city upgrading, and working style rectification”. Chenzhou Municipal Party Committee and Chenzhou Government analyzed practical condition scientifically and figured out the “upgraded version” for the “three-establishment and four battles”- “five-upgrading”, which would help to break the constraints on the Chenzhou city’s further development under the “New Normal”.

From the allocation of working style upgrading on Feb.6, 2014 and allocation of transportation, industry, well-being, city upgrading in the middle and late March, we can well find the administration logic of Chenzhou Municipal Party Committee and Chenzhou Government:

Working style is the support for development. The three-year working style rectification carried out in Chenzhou city helped to establish closer relationship between the cadres and the masses, and helped to inspire the working spirit of the cadres. It is purposely to consolidate the results of working style construction achieved in earlier stage, improving the upgrading of efficiency, and promoting strict disciplines and administration by law by handling the working style upgrading.

Transportation is the footstone for the development. Thanks to its advantageous location, Chenzhou city became an inter-provincial modern comprehensive transportation hub city by handling the three-year transportation construction. Transportation upgrading would focus on the “qualitative change” based on the “quantitative change” to improve the road construction, management, maintenance, and delivery work together, to form a vertical air-sea-land communication network with the overall construction of railway, highway, airport and waterway, and to integrate transportation network with city and nature by following high construction standards.

Industry is the foundation for the development. The integrated development of informatization, industrialization, urbanization and agricultural modernization become the new methods for the industry upgrading. The successful experience on project support, investment attraction, optimization of environment, and etc. should be kept. It’s worth noting that the “multiplier effect” for the Chenzhou High-tech Industrial Park’s upgrading of national high-tech industrial park would keep the industrial park to be the core area, crucial area, innovative area and reform edge of the new-round improvement of industry.

Well-being is the final purpose for the development. The well-being upgrading is for the all-around upgrading and allover social development. The core meaning for it is to handle “100 well-being projects” well and grant more profits to the masses. At the meantime, the deadline for the target of building well-off society in 2019 is becoming closer, so the key points for the well-being upgrading would be transferred to supplement the short slab of well-off society construction. It is purposely to promote the development of Luoxiao mountainous area by handling the specified poverty alleviation and build a safe well-being network in the city.

City is the concentrated presentation area for the achievements. The new “three-establishment” project launched in this year is to promote the city upgrading in a higher level. Followed the wide assessment range, detailed indexes system, high standard, and strict assessment method, city economy, culture, ecology, civilization, and other aspects can be fully inspected. In order to promote the work, ecology is the principal line, greening is the value orientation, and afforestation, ecological restoration, garden upgrading and etc. are the main grasps. The final purpose for it is to forge ecological brand of Chenzhou city. Chenzhou Municipal Party Committee and Chenzhou Government set the specified time schedule for the work: to establish it to be national ecological garden city and national civilized city in 2017; to establish it to be national pilot city of ecological civilized demonstration project in 2018; and to establish it to be national environment protection model city in 2020.

Opening up and reform which are the two magic keys for the leaping development of Chenzhou city would be kept being carried out for the “five-upgrading” project . In the new round opening up and reform, Chenzhou city would accelerate the communication with the Pearl River Delta, and improve the exhibition economy. At the meantime, from this year, the formation of “three lists” as “right list, responsibility list, and negative list” would be kept as the main points of reform to “untie” the government and “alleviate the burden” on market.

As an “upgraded version” of development strategy, “five-upgrading” is followed with stricter requirements and standards. Along with the handling of “five-upgrading”, a happy Chenzhou city with the footstone of sound working style, backbone of high-tech industry, and sound air-sea-land vertical transportation network has began to take shape.
