Improving Chenzhou City to be Most Beautiful Landscape Tourism City

Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City required on his investigation of tourism industry that great efforts should be placed on the ecological protection of “one lake, two river basins, three rivers” ( one lake refers to Dongjiang lake basin; two river basins refer to Donghe and Xishuihe river basin, and three rivers refer to Cuijiang, Bianjiang, and Chenjiang river), promoting Chenzhou city to be most beautiful landscape city, accelerating the development of popular tourism, and improving Chenzhou city to be new increasing pole for Hunan province tourism industry.

 

From the beginning of 2016, Chenzhou city well seized national policies to improve tourism industry as the key point of structural reform of the supply front and industrial transformation and upgrading, especially series key tourism industry projects. Currently, Changlu International Tourism Leisure Resort project is being promoted rapidly and the Preparatory Office of Integration Development of Feitian Mountain has been inaugurated.

 

Qu Hai and his investigation team went upstream of Bianjiang river, checking the tourism resources along the river, construction of Changlu International Tourism Leisure Resort project, ecological protection of the basin, environment treatment, sanitary condition of the river, and etc. Clean water, green trees, egret, and etc. were impressed the team members with beautiful sceneries. But it is a pity that the direct route of shipping is interrupted by some dams which were built on the earlier cascade development of hydropower resources.

 

Qu Hai stated that along the development of “mass tourism”, tourism industry has become the key point of investment, hot spot of consumption, and highlight of opening up. It is also an effective method to handle government policy and promote the integration of first, secondary, and tertiary industry. All departments should well seize the favorable policies issued by central and Hunan province government on promotion of tourism industry. It should be guided by market to promote the development of popular tourism and forge it to be one-hundred-billion industry on the basis of ready resources, and then improve Chenzhou city to be a new increasing role of Hunan tourism industry.

 

Qu Hai emphasized that the ecological protection of “one lake, two river basins, and three rivers” should be well handled. More attention should be placed on comprehensive treatment of urban and rural basins and environment, especially quitting the scaled breeding, cage culture, sand excavation, and etc. “Navigation project” should be promoted actively to realize the direct route among Bianjiang, Cuijiang, and Chenjiang river by breaking the blocks. “Tourism+” should be promoted to accelerate the development of tourism industry, comprehensive treatment of urban and rural environment, small town construction, integrated development between tourism and transportation, ecology, health, fitness, exhibition, and etc. Series boutique projects and tourism brands should be cultivated by promoting the development of tourism industry on the consideration of ecology, culture, feature, highly level planning, and high quality construction. Preparation work and construction work for the projects should be accelerated by well handling the coordination work. The national fiscal and financing polices should be well applied to solve the narrow-neck problem of capitals. Preparation, planning, and packing work should be well handled to cover more tourism projects into Hunan provincial level list.

 

Qu Hai investigated Yongxing county’s smart city project as well and required that it should be further improved to set smart city construction sample for the city on the basis of promoting the sharing of resources, upgrading administrative efficiency, and facilitating people with more convenient service.
