Qu Hai hosted the second session of leadership team conference of Luoxiao mountain (Chenzhou) area regional development and poverty alleviation

On May 22, 2013, Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the second session of leadership team conference of Luoxiao mountain (Chenzhou) area regional development and poverty alleviation. As requested by Qu, all the relative departments should work together to fight for fulfillment of Luoxiao mountain (Chenzhou) area regional development and poverty alleviation project with better planning and project implementation.

Hunan province’s implementation plan on Luoxiao mountain area was approved by Hunan Provincial Government on this January 30. Chenzhou municipal government followed this plan to figure out the counties implementation plans accordingly. Guidong, Rucheng, Yizhang and Anren county’s plans had been approved by Hunan Hunan Provincial Development and Reform Commission and experts group of Hunan Poverty Alleviation Office on April 18 and would be submitted to Hunan Provincial Government for final approval after some modification. Some poverty alleviation industry plans had been submitted as well.

According to the plan, 636 projects amounting to 119.26 billion yuan would be placed on infrastructure construction, industrial development, well-being improvement, public service, capacity construction and ecological environment. 432 projects of them would be launched in 2013 with 37.12 billion yuan investment.

As of May 20, 131 projects with 12.992 billion yuan have been started, covering 31.5% of planning projects and 35% of investment amount separately. 11 million yuan relocation funds has been collected by Yizhang and Anren county.

After listening to the working reports delivered by relative departments, Qu stated that all departments should deepen the understanding and keep confident to handle the Luoxiao mountain area development and poverty alleviation project. It was a great chance and strategy concerned for the fulfillment of Chenzhou city’s well-off society target. More measures and favorable policies should be placed on this project to accelerate its construction speed.

Qu also stated that better construction plan should be figured out to pay high attention to more important points. All departments should cooperate together to promote the project.

Qu said, enhanced measures, scheduling, overall plan, responsibility specification, supervision, etc. should be placed on the project to ensure its fulfillment.
