Though according to the requirement of Hunan Provincial Party Committee, there would not be such kind of big scale conference handled recently, in order to meet the best afforestation time, we have to break some regular rules and try our best to carry out the greening projects. It was purposely to present the further promotion and arrangement of establishment of national forest city and three-year greening project by holding this conference. Thanks to the supports of Hunan Provincial Government and Hunan Forestry Department, the greening project of Chenzhou city can be carried out more successfully. On the basis of the working report delivered by Qu Hai- Seputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou, all the departments should follow the targets and work arrangements accordingly.

First, establishment of national forest city is a significant measure for promotion of ecological civilization construction

The concept of ecological civilization was listed in the 17th Congress of the CPC. As a key measure for promotion of ecological civilization construction, Chenzhou city’s establishment of national forest city should be promoted well.

1. It is an intrinsic requirement for the livable city to establish national forest city. Sound natural and ecological condition is the most basic requirement for livable city. At the mean time, large scale of urban forest is the key symbol for the livable condition and modernization level. One of the key points reflecting the sound ecological condition is the greening coverage. On this point, we should start from the protection of the green lung- forest of the city to upgrade the ecological condition. Because of the advantages of Chenzhou city’s natural resources, it is good for Chenzhou to carry out the establishment work of national forest city. But there were still some problems hindered on the way of further promotion. All the departments should conquer the problems to carry out the three-year greening projects and upgrade the living condition for people.

2. It is a new name card if Chenzhou successfully establish national forest city. To improve the development of one city, it should be with its unique name card. Due to the potentiality and competitive advantage of Chenzhou city’s ecology, “forest city”is a good name card worthies efforts to fight for. To successful establish national forest city is the top task for the construction of forest Chenzhou. No matter international cities or domestic cities are trying to build urban forest to make the environment to be better. Till now, 41 cities of China have been successfully established as national forest city. 45 more cities are on the process of construction. It is a project concerned for the long lasting development of Chenzhou city, so all the departments should try best to promote the establishment work to grant Chenzhou people with better living condition in future.

3. It is an important transformation development way to establish the national forest city. It is not just a simple thing for planting trees if Chenzhou city wants to establish the national forest city, it is concerned for the deepen transformation of development. If followed with earlier development way “to pollute the environment first and then carry out treatment issues”, it will affect the long term improvement of Chenzhou city. So, we have to find a new way. To establish the national forest city is a new chance for Chenzhou city’s transformation of development, which will help to protect the natural resources, upgrade the ecological construction and living condition, and even help to form a new more friendly living style of people.

Second, requirements and key points of the establishment of national forest city should be grasped well.

There are national standards to be followed to establish national forest city. Compared with establishment of national garden city, there are wider areas would be covered for this issue, even the whole area of Chenzhou city. In order to meet the standards well, requirements and key points of the establishment of national forest city should be grasped well to promote the establishment work.

1. No cutting. Close hillsides to facilitate afforestation is one of the key measures to establish national forest city. It is an efficient way to recover and cultivate the forest resources with less cost but rapid speed. According to the decision figured out by Chenzhou Municipal Party Committee and Chenzhou Government, a five-year plan for this closing should be carried out in Chenzhou city. No cutting during this period is available. All the counties should handle out sound propaganda work to inform people with the plan and promote more people to join in the forest protection activity to make sure the afforestation to be improved well.

2. Afforestation work. It is a manual work of afforestation which can help to recover the plants and promote the ecological construction. With years efforts of carry out the afforestation work, Chenzhou city’s greening condition has been upgraded greatly, especially for the urban area. Though great achievements reached in Chenzhou city on the greening work, there is still long way for successfully establishing the national forest city. On this point, the greening work should be kept carried out forcefully and scientifically with specified plan, arrangement and construction solution. At the meantime, it is better to attract more social efforts into the greening work to accelerate the greening work.

3. Overall development of urban and rural areas. After carrying out the greening projects, the urban area’s greening level is upgrading gradually, but it is still with some problems as lower greening amount, unbalance development of forestry, lower greening level in some areas, etc.. In order to establish national forest city, Chenzhou city should place attention on both the key points and comprehensive greening work to promote the overall development of urban and rural areas. The greening projects should be kept promoted in Chenzhou city to increase the total amount of greening. At the mean time, more attention should be placed on the greening work of urban mountain, roads, public places, communities, banks of rivers, greening land construction in urban area, greening belts of the expressways and highways, courtyards of the units, etc.. One more point should be figured out is the greening work for minerals. Chenzhou city should learn more experience from the developed countries to handle the work accordingly.

4. Pay balance attention on the expansion and quality to upgrade the greening level for both urban and rural areas. It is required by the establishment of national forest city to pay balance attention on both the expansion of total amount of greening and the quality for the greening work. Chenzhou city is near Guangdong province where is with abundant and advanced experiences on the development and greening. On this point, Chenzhou city should try to play the best role of this location advantage to learn from Guangdong province and carry out the greening work to upgrade Chenzhou city to be an international livable city.

5. Better scientific protection to ensure the survival rate of afforestation. Actually, the success of afforestation mainly depends on the cultivation and protection after planting. So, a sound protection work should be handled out to make sure all the afforestation work done in preliminary steps to be achieved with good results. The key point for this protection work is to grasp the natural rules of the plants with innovative protection form, specified responsible system, and protection measure. A long term management and protection mechanism should be figured out to guarantee that all the plants cultivated can be survived in future. Some new ideas and concepts are also acceptable to be introduced into the protection issue as long as they are helpful for carrying out the protection work.

Third, try all efforts to make sure to establish the national forest city successfully in Chenzhou city

Establishment of national forest city is a work accomplished now but will benefit future generations, which is worthy all our efforts to do it. In order to meet the targets set for 2014, all the departments and Chenzhou people should work together with great confidence to carry it out successfully.

1. Enhanced leadership should be formed to promote the work forcefully. A special working leadership team of establishment of national forest city has been established to take charge of the organization, cooperation and promotion work of the establishment issues. At the meantime, the counties and districts should also follow this way to establish the relative team to carry out the establishment work. All the work should be followed the general plan of the establishment to make sure all details to meet the standards well.

2. Sound plan should be figured out. A scientific general greening plan for urban and rural areas should be formed on the basis of the assessment indexes of establishment of national forest city. Urban forest is the main body for the establishment work, which need to be placed much more attention to. To figure out the plan, more advanced experiences and measures should be learned from the international and domestic forest cities. Of course, the plan should be worked out on the practical conditions of Chenzhou city by following some principals accordingly. Once the plan worked out, all the counties and districts should follow it to meet the tasks exactly.

3. Innovative mechanism should be worked out to reach the real effects. In order to promote the establishment work on national forest city, some measures and policies have been released by Chenzhou Municipal Party Committee and Chenzhou Government accordingly. All the measures are focused on the promotion of establishment work, which are purposely to promote the fulfillment of establishment issues. Besides following those ready measures, all the counties and departments should try to find some more innovative mechanisms to promote it better.

4. Attracting more investments into the establishment work. The greening project needs large numbers of funds to carry out fluently. On this point, more financing ways should be extended to solve the capital problems. Besides government, the enterprises and some social powers should be attracted to join in the investment of establishment work. How to attract their activeness into this issue? More favorable measures and policies should be figured out accordingly to play the best role of their investments and upgrade the efficiency of their investment.

5. Specified responsibility system should be figured out. To ensure the successful establishment of national forest city, all the measures figured out by the government should be implemented well. On this point, a strict supervision mechanism should be formed to check the implementation details and construction conditions. Punishment and rewards details should be figured out to check the work strictly.
