Yizhang section of Jing-gang-ao expressway’s multiple track is about 15.3kms long, which passes from Yingchun town and Huangsha town of Yizhang county. Followed with the greening project plans issued by Chenzhou Greening Project Office, Yizhang county implemented greening work along the expressway rapidly. Following was the working report concerned for this greening work:

1. Working plan and implementation details:

The key work concerned for this greening project was as follow:

1) Greening upgrading work for the first layer of ridge along the expressway: it covered about 15,152.5mu areas of this part of greening, 3984.0 mu of which was for barren mountain area and 11258.5mu of which was for afforestation by closing hills. Till now, 100% of both the two parts’tasks have been fully completed.

2) Greening work for the landscape belts along the expressway: according to the plan, 7.5kms landscape belts should be completed. Till now, 1.5kms of it has been finished, covering 20% of it.

3) Greening work for the villages along the expressway: followed with the plan, 3 villages greening work should be carried out accordingly and 1210 seedlings should be planted along the expressway. Till now, the seedlings plantation work has been fulfilled well.

2. Key measures:

1) Enhanced leadership was placed on the greening work: a high level special leadership team was figured out in Yizhang county for carrying out the greening work, covering the secretary of county’s party committee, head of the county, members of the party committee and principals of relative departments.

2) Specified responsibility system was figured out with specified tasks. Due to the limited time to finish this kind of heavy task, all the departments were set with different work accordingly.

a. Town and village governments: they should be in charge of leadership, coordination, propaganda, service, construction organization, protection, etc..

b. Forestry departments: they should be in charge of the planning of greening projects and relative technological service;

c. Financial departments: they should be in charge of the collection and arrangement of funds.

3) Both government and social forces should join in the greening project construction to make sure all can be fulfilled on time.

a. government: 1.34 million yuan was placed on Guiwu expressway’s (Yizhang section) greening project;

b. society: the capitals for projects construction were mainly paid by the owner of relative projects. According to the plan, over 2 million yuan should be collected from the society.
