Beihu district is a typical agricultural area, so sound work on water conservancy projects is not just concern for 0.5 million urban area people’s drinking water safety, but also 0.2 million rural people’s well-being condition. By seizing the chance of the release of central government’s first file in 2011, Beihu district carried out series work on water conservancy to form a pattern accordingly.

First, working hard on water conservancy projects with new breakthrough

More efforts were placed on the irrigation infrastructure construction and assurance of safety of drinking water, life and property in urban and rural areas. First, Beihu district paid great attention on the irrigation infrastructure construction. By carrying out “year of water conservancy construction” , some projects as dredging, repairing of small reservoirs, hardening of channels, consolidation of dikes, and etc. were handled out well in Beihu district. Second, Beihu district tried great efforts on guaranteeing the drinking water safety for urban and rural area. Some projects as second and third phases of Siqinghu water supply project for urban area, Furong village and Yongchun village concentrated water supply project for rural area, etc. helped to ensure the people’s drinking water safety. Third, Beihu district tried best to ensure life and property safety of people. It was reported that no dyke or damn was destroyed in Beihu district in recent years, though it was suffered floods every year. Disaster warning systems construction, emergency team construction, emergency material reserve, disaster prevention propaganda, and etc. were held in Beihu district to enhance people’s coping capacity facing the disasters.

Second, promoting ecological water conservancy development on the basis of law

Beihu district kept promoting water ecological civilization under relative law. First, Beihu district forcefully implemented the water resource management system. Strict regulations were implemented on the checking and approval of water resources and projects, on water drawing permit and paid use of water resources. More attention was paid on the inspection of water quality control for rural area, management of water purifying plants, and water price control. Second, Beihu district strengthened the conservation of water and soil. The new “Law of Soil and Water Conservation” was implemented well in Beihu district to promote the comprehensive renovation of source of “two rivers” and greening work of water system. Third, Beihu district carried out some special actions to enhance the renovation work especially on sand excavation of rivers.

Third, keeping reform to promote the development of water conservancy construction and form new pattern accordingly

Beihu district placed more efforts on forming more vigorous, efficient and scientific mechanism to promote the reform and development of water conservancy construction and form new pattern accordingly. First, innovative water administrative management mechanism was established in Beihu district. A high-level water conservancy reform leading group was formed in Beihu district with the leadership of Secretary of Beihu District Party Committee and Chief of Beihu District. Some relative departments, enterprises, water quality inspection and control center, management center of water conservancy projects, etc. were established accordingly, which were greatly helpful to improve the working efficiency. Second, innovative methods of funds collection were figured out by Beihu district. Accordingly to the data, more than 40 million yuan funs have been placed in on water conservancy projects construction in recent years. Third, innovative project quality control mechanisms were carried out by Beihu district. From the beginning of project planning and design to the design approval, project bidding, and project supervision, all steps were followed with detailed and strict rules to ensure the project to be promoted well with high quality.
